The description of an eligible bidder is contained in the Bidding Document. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. All prospective bidders are allowed to attend the Pre-Bid Conference and participate in the bidding process even if they do not purchase bidding documents. The University Bids and Awards Committee shall upload the complete set of bidding documents on the PhilGEPS website. These will be available from the time the Bid Notice is posted, and the PDF version can be downloaded by the prospective bidders until the deadline for the submission and receipt of bids. A complete set of Bidding Documents may be purchased by interested Bidders upon payment of a non-refundable fee at the Cashier’s Office. Only those bidders who pay the Bid Documents Fee through the Bid Payment Modality shall be allowed to participate in the opening of bids. Bids that are submitted via electronic submission or through manual submission shall not be opened if they failed to pay the corresponding fee for the bid documents.
