The description of an eligible bidder is contained in the Bidding Document. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. Opening of Bids July 15, 2024, 2:00P.M Conference Room Administration Building Central Luzon State University Science City of Muñoz, Nueva Ecija A complete set of Bidding Documents may be purchased by interested Bidders upon payment of a non-refundable fee in the amount of TWENTY-FIVE THOUSAND PESOS (₱25,000.00) at the Cashier’s Office. All prospective bidders are allowed to attend the Pre-Bid Conference and participate in the bidding process even if they do not purchase bidding documents. The University Bids and Awards Committee shall upload the complete set of bidding documents on the PhilGEPS website. These will be available from the time the Bid Notice is posted, and the PDF version can be downloaded by the prospective bidders until the deadline for the submission and receipt of bids. A complete set of Bidding Documents may be purchased by interested Bidders upon payment of a non-refundable fee at the Cashier’s Office. Only those bidders who pay the Bid Documents Fee through the Bid Payment Modality shall be allowed to participate in the opening of bids. Bids that are submitted via electronic submission or through manual submission shall not be opened if they failed to pay the corresponding fee for the bid documents. These bidders are automatically disqualified to participate in the opening of bids. The mode of payment for the bid documents must be through bank-to-bank scheme to be deposited to the trust account of the Central Luzon State University (Land Bank of the Philippines - CLSU Trust Liability Account; Account Number: 2961-002-446) Proof of payment (bank deposit slip) must be submitted by the bidders through this e-mail address bac_sec@clsu.edu.ph. Bidders must submit their eligibility/technical and financial documents envelope to the BAC Chairman at Central Luzon State University, Science City of Muñoz, Nueva Ecija, for electronic submission through this email bac_sec@clsu.edu.ph or for manual submission through a courier service before the opening of bids. They may also submit it personally at the designated place/location within the CLSU premises. It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that the Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of bids. All Bids must be accompanied by a Bid Security in the form of cash or cashier’s check or Manager’s check payable to the Central Luzon State University equivalent to 2% or surety bond callable upon demand equivalent to 5% of the Approved Budget for the Contract (ABC) or Bid Securing Declaration (BSD). Bids in excess of the ABC shall be automatically rejected at Bid Opening. The CLSU reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its TRR, without thereby incurring any liability to the affected bidder or bidders. The CENTRAL LUZON STATE UNIVERSITY now invites bids for the above Procurement Project. Completion of the Works is 310 Calendar days. Bidders should have completed a contract similar to the Project. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 3. Interested bidders may obtain further information from CENTRAL LUZON STATE UNIVERSITY BAC SECRETARIAT OFFICE and inspect the Bidding Documents at the address given below from 8:00 AM TO 5:00 PM- Monday to Friday. 4.
