Any damages, discoloration and/or stains caused by the negligence of the servicing laundry company/enterprise, if proven, should issue a refund or credit for the value of garment. 4. The winning bidder should provide laundry metal crates for every Company for the separation of white and colored uniforms. 5. The winning bidder should follow the pick-up delivery schedule of each corresponding uniforms and as per request by the end-user in case of events/special occassions. 6. The laundry procedures should include the use of fabric conditioner. 7. The PHILIPPINE MERCHANT MARINE ACADEMY, through Trust Fund, FY 2025, intends to apply the sum of FIVE MILLION SIX HUNDRED THIRTY-ONE THOUSAND THREE HUNDRED THIRTY-TWO PESOS AND 74/100 (₱5,631,332.74) being the ABC to payment for the following: Lot Bid Reference No. ABC (Php) LOT A - WHITE UNIFORM PID NO. 2024-017A P 3,209,346.63 LOT B - COLORED UNIFORM PID NO. 2024-017B 2,421,986.11 under the contract for the “PROCUREMENT OF LAUNDRY SERVICES FOR CADET’S UNIFORM FOR FEBRUARY 1, 2025 TO JULY 31, 2025 (EPA)” with Project ID No. 2024-017. Bid received in excess of the ABC shall be automatically rejected at bid opening. 2. The PMMA now invites bids for the above Procurement Project. Delivery of Goods is required for the period of FEBRUARY 1, 2025 TO JULY 31, 2025. Bidders should have completed within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective bidders may obtain further information from PHILIPPINE MERCHANT MARINE ACADEMY and inspect the Bidding Documents at the address given below, 8:00 a.m. to 5:00 p.m. (Mondays- Thursday) and 8a.m. to 3p.m. during Fridays. 5. The PMMA invokes Section 22.3 of the IRR, which provides that the Procuring Entity (PE), may allow only those who have purchased the Bidding Documents to participate in the pre-bid conference AND raise or submit written queries or clarifications, but the rules do not include the barring of attendance of prospective bidders who have not yet purchased the bidding documents in the pre-bid conference. 11. The PMMA reserves the right to reject any and all bids, declare a failure of bidding, or not to award the contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
