Prospective Bidders must have experience of having completed one (1) contract that is similar to indices with a value at least 50% of the Approved Budget for the Contract (ABC) and have key personnel and equipment available for the implementation of the contract. The description of an eligible bidder is contained in the Bidding Documents, particularly, in the Instruction to Bidders. Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criteria as specified in the Revised Implementing Rules and Regulations (Revised IRR) of Republic Act. No. 9184, otherwise known as the Government Procurement Act. All particulars relative to the Eligibility Statements and Screening, Bid Security, Performance Security, Pre-Bid Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of RA 9184 and its Revised Implementing Rules and Regulations with some amendments, as indicated in the Bidding Documents. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. Interested bidders may obtain further information from the LGU-BAC of Mayorga, Leyte and inspect the Bidding Documents from 8:00 A.M. to 5:00 P.M. The Pre-bid Conference is opened to all interested parties. Bids will be opened in the presence of the bidder's representatives who choose to attend. Representatives to the Contractors will be required to present a Special Power of Attorney specific to the project. Late bids shall not be accepted.
