The UNIVERSITY OF EASTERN PHILIPPINES, through the Business Related Fund –Income UEP Garments (BRF Income – UEP Garments) intends to apply the sum of 1,050,350.00 being the ABC to payments under the contract of SUPPLY AND DELIVERY OF GARMENTS AND TEXTILE USE FOR NSTP-CWTS UNIFORM AND MATERIALS FOR REPRODUCTION OF SCHOOL UNIFORM OF UEP MAIN CAMPUS/ITB No. Goods 2024-058. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The UNIVERSITY OF EASTERN PHILIPPINES now invites bids for the above Procurement Project. Delivery of the Goods is required within Sixty (60) Calendar Days. Bidders should have completed a contract similar to the Project, within three (3) years prior from the date of submission and receipt of bids. The description of an eligible bidder shall continue in the Bidding Documents, particularly in Section II (Instruction to Bidders) 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of the Republic Act No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act No. 5183. 4. Prospective Bidders may obtain further information from the UNIVERSITY OF EASTERN PHILIPPINES through its BAC Secretariat Office, Administration Building UEP, University Town, Catarman, Northern Samar and inspect the Bidding Documents from Monday to Friday during office hours from 7:30-11:30 AM and 1:00-5:00 PM only. 5. A complete set of Bidding Documents may be acquired by interested bidder on from BAC Secretariat Office, and upon payment of the applicable fee for the Bidding Documents pursuant to the latest guidelines issued by the GPPB in the amount of P 5,000.00. The bidder can make payments for the purchase of the Bidding Documents at the UEP Cashier’s Office or thru DBP Account No.: 000-357-725-9 with Account Name: UEP University Income. For a proper presentment of proof of payment to transpire, the bidder should have promptly informed the BAC Secretariat/Cashier’s Office within five (5) working days before the last day of submission of bids that the bidding fee has been deposited to the account of the University Income for the latter to validate the fund transfer. Once validated, the Cashier’s Office can now issue a proof of payment (official receipt) to the bidder, through its representative or to the BAC Secretariat Office. Bidding Documents can be also downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGeps) and the website of the University of Eastern Philippines, provided that the bidders shall pay the fee for the Bidding Documents at the Cashier’s Office on or before the deadline for submission of Bids. Pre-bid Conference schedule as stated above shall be open to all interested bidders. 7. Due to the slow internet and intermittent network connectivity at the BAC Secretariat Office, bids must be duly received by the BAC Secretariat only through manual submission directly in the BAC Secretariat Office. Moreover, submission must be done during the given schedule as stated above. Late bids shall not be accepted. Bidders shall likewise submit their bids through their duly authorized representative in a single sealed expanded envelope. (Please refer to Sec. II Instructions to Bidders; particularly Paragraph 15. Sealing and Marking of Bids.) 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14.1 of the BDS. 9. Bid opening shall be at the address and time stated above. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Only one (1) authorized representative per Bidder shall be allowed to attend and must present a Special Power of Attorney (SPA) approved and signed by the duly authorized Officer of the Company/Bidder being represented. 10. The UNIVERSITY OF EASTERN PHILIPPINES reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised IRR of Republic Act No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11. In case of a tie, Pursuant to Appendix 11 of R.A 9184, particularly Section 3.2 of GPPB Circular No. 06-2005 (Tie Breaking Method), Procuring entities are hereby required to identify at the onset of the bidding process, and thereafter include in the bidding documents as instruction or a matter of information to prospective bidders, a ready and clear measure to be used in the event two or more of the bidders have been post-qualified as LCRB or HRRB. In all cases, the measure determined by the procuring entity shall be non-discretionary and non-discriminatory such that the same is based on sheer luck or chance.
