The Department of Information and Communications Technology - Region 3, through the FY 2024 DICT’s Special Account in the General Fund, intends to apply the sum of TWO MILLION SEVEN HUNDRED NINETY EIGHT THOUSAND FIVE HUNDRED (Php 2,798,500.00) being the ABC to payments under the contract for Supply and Delivery of ICT Equipment for the Digital Transformation Center (DTC) Central Luzon and Bulacan with Bid Reference No. BAC-2024-009 (REBID). Bids received in excess of the ABC shall be automatically rejected at bid opening. Description Supply and Delivery of ICT Equipment for the Digital Transformation Center (DTC) Central Luzon and Bulacan Qty 1 Lot Total ABC (VAT inclusive PHP 2,798,500.00 Cost/Price of Bid Documents PHP 5,000.00 2. DICT is now inviting bids for the above Procurement Project. Delivery of the Goods is required within FORTY FIVE (45) calendar days upon the receipt of the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). .Delivery place, delivery period: DICT Pampanga Provincial Office, Homesite, Brgy. Dau Access Road, Ubas St., Dau, Mabalacat City, Pampanga Within forty five (45) calendar days from receipt of Notice to Proceed (NTP) DICT Bulacan Provincial office, General Alejo G. Santos Hwy, Poblacion, Bustos, Bulacan Within forty five (45) calendar days from receipt of Notice to Proceed (NTP) 4. A prospective Bidder should have completed within the last five (5) years from the date of submission and receipt of bids at least one (1) single contract of similar nature amounting to at least fifty percent (50%) of the ABC. 5. For this project, “similar in nature” shall mean delivery of ICT equipment particularly laptops including computer accessories. 6. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 7. Prospective Bidders may obtain further information from the DICT and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. 8. Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB, provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots. 9. The Department of Information and Communications Technology will hold a Pre-Bid Conference on July 12, 2024, at 9:00 AM via Video Conferencing. All prospective bidders are advised to contact the BAC Secretariat through email at dictr3bacsec@dict.gov.ph or landline no. (044) 792 3743, in advance or prior to the scheduled procurement activity, to get login details for the Zoom application meeting. 10. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 9:00 AM, July 25, 2024. Late bids shall not be accepted. Bid proposals may be submitted by authorized supplier representatives. 11. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 13. 12. Bid opening shall be on July 25, 2024, at 9:30 AM at the Department of Information and Communications Technology – Region 3, 3F Marison Square, Cagayan Valley Road, Sta. Rita, Guiguinto, Bulacan, and via video-conferencing application. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. We kindly remind bidders of the requirement to have at least one (1) representative physically present during the Bid Opening at the DICT Regional Office III. It is important to note that submitted bids without a representative during the Bid Opening will still be evaluated. However, please be aware that if any questions or clarifications arise from the BAC, bidders who did not have a representative present will not be permitted to contest or provide further input. 13. The Department of Information and Communications Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 14.
