Delivery of Goods is required within Sixty (60) Calendar Days, from receipt of their Notice to Proceed (NTP). Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. Pre-bid Conference Date Time Venue 11/07/2024 10:00 AM Please see Invitation to Bid - Other Necessary Information Other Information INVITATION TO BID Supply, Delivery and Installation of Conference Tables, Conference Chairs and Stackable Chairs at RVM Conference Rooms 1. The House of Representatives, through the General Appropriations Act (GAA) of 2024 intends to apply the sum of Php5,247,211.50, being the ABC to payments under the contract for the Supply, Delivery and Installation of Conference Tables, Conference Chairs and Stackable Chairs at RVM Conference Rooms, under Job Request No. 24-05-0186-A. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The House of Representatives, now invites bids for the above Procurement Project. Delivery of Goods is required within Sixty (60) Calendar Days, from receipt of their Notice to Proceed (NTP). Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from the House of Representatives and inspect the Bidding Documents at the address given below during office hours from 8:00 a.m. to 7:00 p.m., Mondays to Thursdays only. 5. A complete set of Bidding Documents may be acquired by interested bidders on 3 July 2024 up to the deadline of bid submission from the given address and websites below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00) is a requirement for the issuance of Bidding Documents (hardcopy) to prospective bidders and submission and receipt of their bids. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile or through electronic means. 6. The House of Representatives will hold a Pre-Bid Conference on 11 July 2024 (Thursday), at 10:00 a.m., through video conferencing or webcasting via Zoom, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the BAC Office, 5/F of the South Wing Annex (SWA) Bldg., House of Representatives, Batasan Pambansa Complex, IBP Road, Batasan Pambansa, Quezon City on or before 25 July 2024 (Thursday), at 9:00 a.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on 25 July 2024 (Thursday), at 10:00 a.m. at the given address below and via Zoom. Bids will be opened in the presence of the bidder’s representatives who choose to attend the activity. 10. Other Necessary Information 10.1. Issuance of Bidding Documents/Confidential Information and Payment of the Applicable Fee for the Bidding Documents a. Bidding Documents, except confidential information, shall be made available through the PhilGEPS and House of Representatives websites. b. Confidential information, if applicable, regarding the existing facilities of the HREP, such as locations, layouts, plans and drawings of the buildings and facilities inside the HREP Complex and other information that, if disclosed, will compromise the security of the HREP as a vital national security installation, shall be disclosed to prospective bidders by the BAC Secretariat only upon submission of a duly accomplished Affidavit of Non-Disclosure and verification of the details provided by the person executing the said affidavit. Such affidavit, if applicable, will be appended to the Bidding Documents. Such confidential information shall also include Site/ocular inspection, Utilization Reports, or other similar reports or documents, which may compromise the safety and privacy of House of Representatives personnel. c. Prospective bidders who are interested to participate in the competitive bidding for this Project shall coordinate with the BAC Secretariat in securing the Order of Payment and to pay in cash the applicable fee for the issuance of the Bidding Documents (hardcopy) at the Cashiering Service from Mondays to Thursdays, from 8:00 a.m. to 12:00 p.m. Upon presentation of the proof of such payment, the BAC Secretariat shall officially issue the Bidding Documents to the prospective bidder. 10.2. Attendance in BAC Meetings BAC meetings shall be conducted in accordance with the relevant provisions of the RA 9184 IRR. In this regard, the attendance of prospective bidders’ authorized representatives, observers and the public in BAC meetings (e.g., pre-bid conference, bid opening, etc.) shall be via Zoom: Provided, That, subject to the recommended room capacity, a maximum of two (2) authorized representatives of a prospective bidder will be allowed to physically attend the pre-bid conference and only (1) authorized representative of the bidder who submits its bid shall be allowed to physically witness the bid opening and preliminary examination of bids. In order to participate in BAC meetings via Zoom, the free Zoom software platform must be downloaded to one’s desktop, laptop, cellphone or other compatible devices and, for the orderly conduct of said meetings, attendees must observe the following: a. At least one (1) hour before the scheduled pre-bid conference or bid opening, they must register their participation through the BAC Secretary at contact nos. or email address given below. They are required to indicate their full names and the company/office they each represent. At most three (3) representatives for each prospective bidder will be allowed. b. The BAC Secretary will send the Zoom Meeting ID and Password to those who register at least 15 minutes before the scheduled videoconference. c. To join the Zoom meeting, participants shall open the Zoom application in their desktops, laptops, cellphones or other devices and enter the Zoom Meeting ID and Password. Those who are not duly registered may not be allowed to join the Zoom meeting. d. During the Zoom meeting, the microphone option of the Zoom application of each participant will be muted by the BAC Secretary. A participant is not allowed to speak during the Zoom meeting unless being permitted by the presiding officer to do so, in which case, the BAC Secretary unmutes the microphone option of the participant concerned who is allowed by the BAC to speak. e. The BAC Secretary will eject a participant who is found by the BAC to have violated the norm or etiquette for an orderly conduct of the video conferencing or webcasting via Zoom. f. After the Zoom meeting, prospective bidders’ representatives, observers and the public are requested to log out from Zoom. g. Pursuant to the relevant provisions of the RA No. 9184 IRR, minutes of BAC meetings shall be made available upon written request. 10.3 Manual Submission of Bids Manual submission and receipt of bids shall be from Mondays to Thursdays, 8:00 a.m. to 5:00 p.m., and until the deadline of submission of bids specified in this Invitation to Bid and the Bidding Documents. The authorized representative of a prospective bidder shall notify the BAC Secretary, by sending an email or calling the BAC Secretariat at the email address and phone number indicated below, of their intended arrival at the North Gate or South Gate of the House of Representatives Complex. The time that the security guard assigned at the North Gate or South Gate informs the BAC Secretariat and confirms the arrival of the bidders’ authorized representative shall be considered as the time of receipt of bids. The bidders’ authorized representative shall then be allowed to proceed to the BAC Office indicated below and the designated BAC Secretariat shall receive and stamp on the outer envelope/container of the bids as “RECEIVED,” indicating the date and time of receipt. Thereafter, the BAC Secretariat shall drop the submitted bids in a bid box to be witnessed by the bidder’s authorized representative. The authorized representative of the bidder who physically attends the opening and preliminary examination of bids must present to the BAC the authority issued by the bidder to do so. 10.4 Observance of HRep Security Protocols At all times, prospective bidder, bidders, observers and the public are hereby advised to observe the security protocols being strictly implemented in the House of Representatives. 10.5 Issuance of Notices All Notices to prospective bidder/bidders shall be sent thru email. 11. The House of Representatives reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.5 and 41 of the 2016 revised IRR of RA 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
