The DEPARTMENT OF AGRARIAN REFORM Provincial Office of Sorsogon (DARPO-Sorsogon), for a duration of July 29, 2024 to December 31, 2024 through Framework Agreement, through the GAA for FY 2024 intends to apply the sum of One Million Thirty-Six Thousand Five Hundred Pesos (PhP1,036, 500.00), for the Provision of Catering Services (IN-HOUSE) & (ON-SITE) for 2nd Semester of CY 2024 DARPO Sorsogon Activities Through Framework Agreement. Bids received in excess of the total cost per lot shall be automatically rejected at bid opening. 2. The DEPARTMENT OF AGRARIAN REFORM Provincial Office of Sorsogon (DARPO-Sorsogon) now invites bids for Procurement of Catering Services (IN-HOUSE) & (ON-SITE) for 2nd Semester of CY 2024 DARPO Sorsogon Activities Through Framework Agreement. Delivery of the Goods is required within three (3) days after the issuance of a Call-Off or any date determined by the PE. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). The DARPO Sorsogon Bids and Awards committee now invites bids for the procurement of the said project, described as follows: Lot No. Particulars Approved Budget for the Contract (PhP) 1 Meals (Breakfast/AM Snacks/ Lunch/ PM Snacks/ Dinner) for various meeting/ activities to be conducted in DARPO Sorsogon (IN-HOUSE) 160,000.00 2 Meals (AM/PM Snacks and Lunch) for various meeting/ activities to be conducted within the province of Sorsogon (ON-SITE) 876,500.00 TOTAL 1,036,500.00 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from DARPO Sorsogon BAC Secretariat and inspect the Bidding Documents at the address given below during office hours 8:00 A.M to 5:00 PM, Monday to Friday. 5. A complete set of Bidding Documents may be acquired by interested Bidders on July 2, 2024 to July 19, 2024, 8:30 AM to 4:00 PM from the given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (PhP500.00) for Lot 1 and One Thousand Pesos (PhP1, 000.00) for Lot 2. The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS. 6. The DARPO Sorsogon will hold a Pre-Bid Conference on July 8, 2024, 10:30 AM at DARPO Sorsogon Conference Room, City Hall Compound, Cabid-an, Sorsogon City. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before July 22, 2024, 10:00 AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on July 22, 2024, 10:30 A.M at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Bidders are requested to organize and submit their bids as follows: a. The “legal & technical” documents and “financial” document shall be placed in ring binders, with all sections therein separated by dividers with properly labeled tabs; b. The “legal & technical” documents binder, shall be placed in the first (1st) envelope, while the “financial” documents shall be placed in the second (2nd) envelope. c. In view of the requirement submit authenticated copies of documents one (1) set original, and two (2) sets of copies-each bidder will be submitting sealed envelopes which should be sealed properly. 10. The DARPO Sorsogon through the Provincial bids and Awards Committee (PBAC) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
