The Department of Education Region - IX, through the Government of the Philippines intends to apply the sum of Two Million Eight Hundred Forty Six Thousand Two Hundred Ninety Four & 89/100 Pesos (Php 2,846,294.89) being the Approved Budget for the Contract (ABC) to payments under the contract for the Repair/Replacement of the old and existing tiles and the installation of the new tiles for DepEd RO-IX Office (Main Building) at Regional Government Center, Balintawak, Pagadian City with Project Identification Number 2024-09-194. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Education Region - IX now invites bids for the above Procurement Project. Completion of the Works are required within the contract duration period herein indicated above. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from Department of Education Region - IX and inspect the Bidding Documents at the address given below from Monday to Friday 8:00am to 5:00pm. 5. For those who are interested to purchase the Bidding Documents, two (2) options are made available, to wit: a. A complete set of Bidding Documents may be acquired by interested Bidders from the BAC Office, DepEd RO-9, President Corazon C. Aquino, Regional Government Center, Balintawak, Pagadian City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00) to the DepEd Cashier. Payment in checks should be made payable to DepEd RO IX Trust PVB Acct\ 02801-000113-4 b. Interested Bidders may signify their intent to purchase the Bidding Documents through email at region9.bac@deped.gov.ph. Upon receipt of the bidder’s information sheet, the BAC Secretariat will send through email the details of the DepEd RO IX Trust Fund Account for payment. Upon payment, bidders may send through email the proof of payment before the deadline for submission of bids. Upon receipt of proof of payment, the BAC Secretariat will send the electronic copy of the Bidding Documents. 6. The Department of Education Region - IX will hold a Pre-Bid Conference at 2:00 pm- November 7, 2024 at the Conference Hall, DepEd RO-9, President Corazon C. Aquino Regional Government Center, Balintawak, Pagadian City and/or through video conferencing or webcasting via Teams which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 1:30pm – November 21, 2024. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be at 2:00pm – November 21, 2024 at the Conference Hall, DepEd RO-9, President Corazon C. Aquino Regional Government Center, Balintawak, Pagadian City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. For the purpose of constituting a quorum, both the physical and virtual presence of the BAC members shall be considered pursuant to GPPB Resolution No. 09-2020. 10. Bidders are requested to submit (3) three additional hard copies of their bid as allowed in ITB Clause 15. 11. The Department of Education Region -IX reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
