RATIONALE: The Department of Trade and Industry would like to help our entrepreneurs in the countryside to get prepared for greater challenges that the market demands. The FDA certification plus the Halal certification would mean that food products having these certification seals will ensure that foods manufactured even in the barangay level are safe and of good quality. Being Halal certified means its good for our Muslim brothers and sisters to consume and also of non-Muslims. Being Halal certified means quality, safety and good food. With these being said, and with the funds available , we recommend this project to be implemented as planned. II. PROGRAM COMPONENTS: Application, Inspection, Auditing and Certification a. One-on-One Consultation. Upon acceptance of the application, the next initial activities are face-to-face product evaluation, inspection and auditing of the documents, production area among others, critiquing, suggestions for improvement and for compliance, and other related discussions regarding Halal Process of certification. b.Issuance of Corrective Actions for Compliance of the SME. After the consultation and auditing, the auditor will issue corrective actions and preventive actions to be complied by the SME at a given time. c. Execution of prescribed actions. At a given time, the SME will comply with the preventive actions given. d. Re-Inspection. The auditor will check the compliance of the SME if it passed the standards set by the certifying body. e. Issuance of Halal Certification. After the reassessment of all necessary documents and requirements. The Halal Certification will be awarded to the SME. III. MINIMUM QUALIFICATIONS OF THE CERTIFYING BODY: The Halal certifying body to undertake this project must have the following qualifications: • Must have a legal entity (DTI/SEC/CDA registration, Mayor’s Permit, and BIR Certificate of Registration, PhilGEPS Certificate of Registration); • Recognized in the Philippines, Internationally and other countries in Asia, USA and Europe • Proof of accreditation as an active and recognized certifying body in Halal industry projects such Philippine Accreditation Board (PAB), etc); • Training and exposure in Halal Industry and certification; • Willing to collaborate with micro-entrepreneurs; and • Must have no derogatory record or findings from previous clients. IV. PRODUCT FOCUS: PROCESSED FOOD DELIVERABLES: • All activities listed in the program components done accordingly; • 2 Halal Certified micro entrepreneurs before the end of December 2024; • Awarding of the Halal certificate and other amenities of the certification to these 2 micro entrepreneurs ; V. TIMETABLE: COMPONENT ACTIVITY DURATION VENUE Halal Certification One-on one consultation, inspection and auditing, issuance of preventive actions 2nd-3rd week of November REDJ Mushroom Farm & Ajee’s Food Products Implementation of preventive actions for compliance 3rd-4th week of November REDJ Mushroom Farm & Ajee’s Food Products Re-inspection 1st Week of December Via Zoom or Face to Face Reassessment and evaluation 3rd week of December Awarding of Halal Certificate Through email VI.
