Contract Name: Purchase of Common-Use Supplies and Devices to be officially used by Various Offices of this municipality Contract Location: Guimbal, Iloilo Brief Description: Office Supplies Approved Budget for the Contract (ABC): ₱ 671,753.40 Source of Fund: GENERAL FUND Cost of Bidding Documents: ₱ 1,000.00 The BAC is conducting the public bidding for this Contract in accordance with RA 9184 and its revised Implementing Rules and Regulations. To be eligible to bid for this contract, a contractor must meet the following major requirements: (a) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB License for Size Range, (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC. The Local Government Unit of Guimbal will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award. The schedule of key procurement activities for these Contracts is shown below: Activity Time Place 1. Issuance of Bidding Documents June 10-17, 2024 Hard Copies at the BAC Secretariat 2. Receipt by the BAC of Bids Deadline: 2:00 PM, Monday, June 17, 2024 Annex Building, Guimbal Municipal Hall, Guimbal, Iloilo 3. Opening of Bids Annex Building, Guimbal Municipal Hall, Guimbal, Iloilo. Bids will be opened after dropping thereafter. All bidders are invited to attend the Pre-bid Conference, as scheduled, for new instructions. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and post-qualification. Bidders shall pay the BAC a non-refundable fee in the amount as indicated above, upon securing hard copies of the documents. Bid Security in the form of Bid-Securing Declaration must indicate the validity period of one hundred twenty (120) calendar days from the date of opening of bid. Bidders shall enclose their original technical documents in one sealed envelope marked “ORIGINAL-TECHNICAL COMPONENT”, and the original of their financial component in another sealed envelope marked “ORIGINAL –FINANCIAL COMPONENT”, sealing them all in one outer envelope marked “ORIGINAL BID”. All bids, technical and financial proposals, shall be bound, paginated, and tab-marked. Each copy of the first and second envelops shall be similarly sealed marking the inner envelops as “COPY No. 1 – TECHNICAL COMPONENT” and “COPY No. 1” FINANCIAL COMPONENT” and the outer envelope as “COPY No. 1” These envelope containing the original and the copies shall then be endorse in one single envelop. “Late” bids shall not be accepted. The Local Government unit of Guimbal reserves the right to accept or reject any bid and to annul the bidding process any time before Contract Award, without incurring any liability to the affected bidders, in accordance with the provisions of section 41 of RA 9184 and its Revised IRR.
