The Philippine Army, through the Certificate of Funding Chargeability signed by MAJ ABDULHAN O SABDANI JR CE PA, AC of S for Financial Management, G10, 51EBde, PA noted by BGEN ANTONIO C ROTA JR PA, Commander, 51EBde, PA under Advice of Sub-allotment (ASA) with Advice No.: 5100-2024-0202 dated 14 March 2024 intends to apply the sum of Six Million Seven Hundred Ninety Nine Thousand Three Hundred Twenty Five Pesos (PhP6,799,325.00) being the ABC to payments under the contract for Supply and Delivery of Materials and Installation of Five (5) units Collapsible Modular Ammunition Storage for 503IBde, 5ID, PA, Brgy Calanan, Tabuk City with Bid Reference No. 5SBAC-103-2024. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Philippine Army, now invites bids for the above Procurement Project. Required delivery period and delivery place shall be as follows: Particular Delivery Period Delivery Place Supply and Delivery of Materials and Installation of Five (5) units Collapsible Modular Ammunition Storage for 503IBde, 5ID, PA, Brgy Calanan, Tabuk City Item no. 1 On the 60th Calendar day but NLT the 75th day upon receipt of NTP 503IBde, 5ID, PA, Brgy Calanan, Tabuk City Item no. 2 -34 Within Twenty (20) Calendar days upon Receipt of NTP Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from 105th Contracting Office, 5ID, PA, Camp Melchor F Dela Cruz, Upi, Gamu, Isabela and inspect the Bidding Documents at the address given below during Office Hours from 8:00am to 5:00pm except Holidays. 5. A complete set of Bidding Documents may be acquired by interested Bidders on 04 October 2024 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PhP5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees and it will be presented in person during the ROBE. 6. The Philippine Army, will hold a Pre-Bid Conference on 11 October 2024 at Conference Room, 5ID, PA, Camp Melchor F Dela Cruz, Upi, Gamu, Isabela which shall be open to prospective bidders. However, each bidder is allowed only ONE representative to enter the venue. Others can participate thru the following zoom link (to be provided one hour before the start of the Pre-Bid Conference). 7. Bids must be duly received by the SBAC 5ID, PA Secretariat through manual submission at the 105th Contracting Office, 5ID, PA, Camp Melchor F Dela Cruz, Upi, Gamu, Isabela on or before 09:00AM, 24 October 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on 09:01AM onwards, 24 October 2024, at Conference Room, 5ID, PA, Camp Melchor F Dela Cruz, Upi, Gamu, Isabela.
