The City Government of Ligao, through the EDF 2023 Continuing intends to apply the sum of One Million Four Hundred Ninety Five Thousand Two Hundred Pesos (₱1,495,200.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Brand New Double Drum Vibratory Roller 3 Tons, GOODS-2024-020. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The City government of Ligao now invites bids for the above Procurement Project. Delivery of Goods is requires by 30 days after the receipt of Notice to Proceed. Bidders should have completed within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “Pass/Fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 Revised IRR of RA No. 9184. 4. Submission of Letter of Intent shall be on September 6-17, 2024 - 8:00 AM – 5:00 PM and a complete set of Bidding Documents may be acquired by interested bidders on September 9-25, 2024 from given address and upon payment of the applicable fee for the Bidding Documents pursuant to the latest guidelines issued by the GPPB, in the amount of Five Thousand Pesos (₱5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees. 6. Bids must be duly received by the BAC Secretariat through manual submission at the office address on or before 9:30 AM September 27, 2024 at BAC Office. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be 10:00 AM September 27, 2024.. The City Government of Ligao reserves the right to accept or reject any bid, to annul the bidding process, declare a failure of bidding and to reject all bids at anytime prior to contract award in accordance with Section 35.6 and 41 of the 2016 Revised IRR of RA 9184 or not to award the contract without thereby incurring any liability to the affected bidder/s, and to make no assurance that a contract will be entered into as a result of the bidding. Likewise the City Government may waive any minor defect therein and accept the offer most advantageous to the government.
