FOR ITEM DESCRIPTION REFER TO THE ATTACHED BIDDING DOCUMENT Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Education, Schools Division Office, Northern Samar, Catarman, through its Bids and Awards Committee (BAC), now invites bids for the above Procurement Project. Delivery of the Goods is required to start within thirty (30) calendar days after receipt of Notice to Proceed (NTP). Bidders should have completed, within three (3) years prior to the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from DepEd, Division of Northern Samar and inspect the Bidding Documents at the address given below during Monday 8– Friday at 8:00 A.M. – 5:00 P.M. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 3, 2024 to October 21, 2024, 8:00 A.M. to 5:00 P.M., Monday to Friday and October 22, 2024, 8:00 A.M to 8:45 A.M., Tuesday from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos only (Php 1,000.00) Only to the DepEd Northern Samar Division Cashier. The Procuring Entity shall allow the bidder to present its proof of payment for the fees to be presented in person, by facsimile, or through electronic means. The DepEd, Division of Northern Samar will hold a Pre-Bid Conference on October 10, 2024, Thursday at 10:00 A.M at Bulwagan ng mga Guro, DepEd Division Office, Catarman, Northern Samar and/or through video conferencing or webcasting via northernsamar.deped.gov.ph/virtual-conference-registration, which shall be open to prospective bidders. Prior to the virtual pre-bid conference, a link will be sent to the email or any available electronic means of registered participants. The Pre-Bid Conference will be a combination of physical and virtual conference. Observance of minimum health standard is required in the conduct of the conference. 7. Bids must be duly received by the BAC Secretariat through mail or personal/manual submission/delivery at the office address indicated below, on or before October 22, 2024 at 10:00 A.M. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on October 22, 2024, Tuesday at 10:00 A.M. at the given address below Bulwagan ng mga Guro, DepEd Division Office, Catarman, Northern Samar and/or via northernsamar.deped.gov.ph/virtual-conference-registration. Prior to the virtual opening of bids, a link will be sent to the email or any available electronic means of registered participants. The opening of bids will be a combination of physical and virtual conference. Observance of minimum health standard is required in the conduct of the conference. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Bidders can assign their respective representatives to attend the pre-bid conference and bid opening provided they present special power of attorney and their ID card.
