The procurement procedure for this project is Negotiated Procurement due to emergency cases pursuant to Section 53.1 of the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act” including “Annex H” thereof. 4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 5. Interested Bidders may obtain negotiation documents or further information from BIDS AND AWARDS COMMITTEE, MUNICIPALITY OF BOKOD, BENGUET and inspect the Negotiation Documents at the address given below from 8:am to 5:00pm. 6. The BAC will engage in negotiations with a sufficient number of supplies to ensure effective competition. The selection of the successful offer shall be based on the best and final offer that will be submitted on a specified date, which could meet the MLGU Bokod’s minimum technical specifications. 7. Bids shall be submitted in sealed envelopes, labeled as “Negotiated Documents” with the title of the procurement project, name of the bidder, address of the Bidder, and the contact details of the bidder, addressed to the undersigned. 9. The bidder, upon submission of bid, should provide its official email address and contact numbers in the logbook of the BAC Office. Notices or communications sent through this email address or contract numbers shall be considered received and acknowledged by the bidder the following day the notice/communication was sent by the BAC or Procuring Entity. Hence, the bidder has the obligation to regularly check the aforementioned email address and contact numbers. 10. The MUNICIPALITY OF BOKOD reserves the right to reject any and all bids, declare a failure of negotiation, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11. The procurement procedure for this project is Negotiated Procurement due to emergency cases pursuant to Section 53.1 of the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act” including “Annex H” thereof. 4.
