The Dr. Paulino J. Garcia Memorial Research and Medical Center (Dr. PJGMRMC) Cabanatuan City, through the Regular Fund (Based on NEP), and Income Fund being the ABC for Early Procurement with Certificate of Availability of Fund (CAF) No. 2024-498 dated October 16, 2024, intends to apply the total sum of SEVENTY-EIGHT MILLION ONE HUNDRED FIFTY-TWO THOUSAND EIGHT HUNDRED FORTY PESOS (Php 78,152,840.00) being the ABC to payments under the contract for Various Nursing Supplies from January to December 2025 (Early Procurement Activity) under IB No. 2024-29. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Dr. PJGMRMC Cabanatuan City now invites bids for the above Procurement Project. Delivery of the Goods is required within the delivery terms specified in Section VI Schedule of Requirements. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Dr. PJGMRMC and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM, Mondays to Fridays, from October 24, 2024 to November 12, 2024. 5. The Dr. PJGMRMC will hold a Pre-Bid Conference on October 30, 2024, Wednesday, 1:00 PM at Hospital Auditorium, Dr. PJGMRMC Cabanatuan City, which shall be open to prospective bidders. 7. Bid documents must be duly received by the BAC Secretariat through manual submission of hard copy together with the Eligibility and Technical Components and Financial Component (Original, Copy 1 and Copy 2) at the Dr. PJGMRMC Cabanatuan City, Diatary Conference Room, on or before November 12, 2024, Tuesday, 9:00 AM. The BAC Secretariat Office also accepts early submission of Bidding Documents prior to the date and time as stated above. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on November 12, 2024, Tuesday, 9:00 AM at Dr. PJGMRMC Cabanatuan City, Dietery Conference Room. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The Dr. PJGMRMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11. To prevent the transmission of COVID-19, the Bids and Awards Committee I (BAC I) shall only allow one (1) authorized representative per company/bidder to attend the conference. “No Face Mask No Entry Policy”, all attendees must wear medical grade face masks inside the venue and observe physical distancing in compliance with the directive of the Infection Prevention and Control Committee. In the call of stringent measure to prevent Covid-19 transmission in the work place, only Prospective Bidders, Suppliers and /or their duly authorized representatives who were fully vaccinated with Covid-19 vaccine (vaccination card must be presented) are allowed to attend and enter the conference area. 12.
