UNDER P.R NO. 2328-2024-LOCAL DISASTER RISK REDUCTION AND MANAGEMENT FUND-TRUST FUND-SUBJECT TO A SINGLE A YEAR 2025 FRAMEWORK AGREEMENT 1. The City Government of Butuan , using a single-year Framework Agreement, through the General Fund 2021 intends to apply the sum of Ten Million Eight Hundred Fifty Six Thousand Two Hundred Eighteen Pesos and 17/100 (10,856,218.17) corresponding to the total cost of each item to be bid out, and the Purchase Request No. 2328-2024 being the ABC to payments under the contract for each item. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The City Government of Butuan now invites bids for Procurement of 2309 Case Corned Beef, 150 Grams, 48's (Halal Certified, with FDA Certificate), etc. under P.R No. 2328-2024-Local Disaster Risk Reduction and Management Fund-Trust Fund-Subject to a Single Year 2024 Framework Agreement. Delivery of the Goods is required within Twenty Four (24) hour/s after issuance of a Call-Off. Bidders should have completed, within five (5) year/s from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from City Government of Butuan through the City Procurement Management Department and inspect the Bidding Documents at the address given below during Mondays to Fridays at 8:00 am to 5:00pm. 5. A complete set of Bidding Documents may be acquired by interested Bidders on September 3, 2024 from the given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos only (PHP 25,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person. 6. The City Government of Butuan will hold a PRE-BID CONFERENCE on September 11, 2024 at 9:00 am at Bids and Awards Committee Conference Room, Basement Area, City Hall Bldg. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before September 25, 2024 at 9:00 am. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. BID OPENING shall be on September 25, 2024 at 9:00 am at Bids and Awards Committee Conference Room, Basement Area, City Hall Building, Barangay Doongan, Butuan City.
