In view of the two (2) failed public biddings, the City Government of Pasig - Bids and Awards Committee (BAC) invites interested consultants to participate in the negotiation for the Project, Procurement of Consulting Services for Digital Job Referral System, in accordance with Section 53.1 of the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 9184, otherwise known as the “Government Procurement Reform Act.” The City Government of Pasig, through the Executive Budget CY 2023, intends to apply the sum of Four Million Five Hundred Thousand Pesos (PhP4,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Project for 76 calendar days. 2. The City Government of Pasig will hold a negotiation meeting with the interested consultants on 05 July 2024, 10:30 A.M., at the Aquarium Room, 7th Floor, Pasig City Hall, Caruncho Avenue, Pasig City. Interested parties are enjoined to bring at least one of the technical staff who shall handle the project. The meeting shall include discussion of any requirements, guidelines, documents, clarifications, or other information relative to the negotiations, including technical and financial requirements of the project, to enable the interested consultants to submit a responsive proposal. 3. Following the completion of the negotiations, the Technical Proposal/Offer and Financial Proposal/Offer, based on the final technical and financial requirements, and the required Eligibility Documents, shall be submitted in one (1) original and one (1) soft/scanned copy of the original, saved in USB flash drive, on or before 12 July 2024, 9:30 A.M., at the Procurement Management Office, 4th Floor, Pasig City Hall, Caruncho Avenue, Pasig City. The opening of the Eligibility Documents, and Technical Proposal/Offer will be on 12 July 2024, 10:00 A.M., at the Aquarium Room, 7th Floor, Pasig City Hall, Caruncho Avenue, Pasig City. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. The City Government of Pasig shall evaluate bids using the Quality Based Evaluation (QBE) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. 5. Within five (5) calendar days from notice, the interested consultant whose submission is determined as the Highest Rated Bid shall submit the following documents: a. DTI Business Name Registration / SEC Registration / CDA Registration b. Latest General Information Sheet duly submitted to the SEC, if corporation or partnership c. Mayor’s Permit (or a recently expired Mayor’s/Business Permit together with the official receipt as proof that the prospective bidder has applied for renewal within the period prescribed by the concerned local government unit subject to submission of the Mayor’s Permit before the award of contract) d. Valid Tax Clearance issued by the BIR e. Latest Audited Financial Statement duly submitted to the BIR f. Latest Income Tax Return - (i) Annual ITR for the immediately preceding year; or (ii) latest submitted Quarterly ITRs together with latest available Annual ITR (If Annual ITR for the immediately preceding year is not yet available) g. Latest Business Tax Returns – Value Added Tax (VAT) or Percentage Tax, filed and covering the previous six (6) months before the date of Opening of Bids h. Other appropriate licenses and permits required by law and documents stated in the Bidding Documents, Bid Bulletin/s and Terms of Reference, if any. 6. Interested bidders may obtain further information from the Bids and Awards Committee through its Secretariat and inspect the Bidding Documents at the address given below during office hours, Monday to Friday, from 8:00 A.M. to 5:00 P.M. 7. The City Government of Pasig reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 8.
