NO. : 2024-D1-009 PROJECT : Procurement of Two (2) Consulting Services for Appraisal of Two (2) Commercial Lots Located in Mayon Vista Housing Project, Brgy. Tuburan, Ligao City, Albay MODE OF PROCUREMENT : Small Value Procurement ABC (₱) : 100,000.00 (50,000.00 for each appraiser) CONTRACT DURATION : 14 Working Days This project is comprised of Procurement of Two (2) Consulting Services for Appraisal of Two (2) Commercial Lots located in Mayon Vista Housing Project with scope of works indicated in the Terms of Reference (TOR). Interested appraisal service providers are required to submit the following legal, eligibility and technical documents: a) PhilGEPS Registration Number b) Certified True Copy of DTI or SEC registration c) Valid and current Mayor’s Permit with Official Receipt (O.R.) d) BIR Certificate of Registration e) Omnibus Sworn Statement f) Certified true copies of PRC Licenses of all Real Estate Appraisers of the Company g) Curriculum Vitae of all Real Estate Appraisers of the Company h) Copy of latest Continuing Professional Development (CPD) Certificates of all Real Estate Appraisers of the Company i) Detailed list of all completed and on-going appraisal of residential, commercial, industrial and/or institutional lots within the last five (5) years j) Plan of approach and methodology using Annex A Interested Consultants must submit their Eligibility, Technical and Financial Proposals in a sealed envelopes on or before July 12, 2024, not later than 10:00 a.m. at the NHA Regional Office V, Villa Grande Homes, Concepcion Grande, Naga City. The real Estate Appraisal-Service Providers shall submit their respective Appraisal Proposals to be addressed to ENGR. ROLANDO G. RAMOS, Officer-In-Charge, Region V. Opening of Eligibility, Technical and Financial Proposals shall follow immediately after the deadline of submission. After the deadline for submission of proposals, the ROBAC V shall draw up the top two (2) Highest Rated and Responsive Proposal (HRRP), from the consultants who have submitted Eligibility, Technical and Financial Proposals and have been determined as eligible in accordance with the provisions of R.A. 9184, otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). Evaluation of Proposals will be conducted using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184 and is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Financial Proposals received in excess of the ABC shall be automatically disqualified. The NHA ROBAC V shall evaluate proposals using the Quality-Cost Based Evaluation (QCBE) procedure. The NHA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
