DCBUPS 2024-17-ITRB) 1. The Philippine Health Insurance Corporation, through the CY 2024 Corporate Operating Budget intends to apply the total sum of Fifty-Four Million One Hundred Seventy-Seven Thousand Five Pesos and Twenty-Eight Centavos (₱54,177,005.28) being the total ABC to payments under the contract on the bidding for the Procurement of Desktop Computer, Basic and Uninterruptible Power Supply (UPS) under Invitation to Bid No. DCBUPS 2024-17-ITRB with the following details: LOT DESCRIPTION QUANTITY APPROVED BUDGET FOR THE CONTRACT (ABC) 1 Desktop Computer, Basic 827 units ₱42,177,000.00 2 1000VA Uninterruptible Power Supply (UPS), 230 V ac Output, 600W 1068 units ₱12,000,005.28 TOTAL: ₱54,177,005.28 Bids received in excess of the ABC per item and total ABC shall be automatically rejected at the Opening of Bids. 2. The Philippine Health Insurance Corporation now invites bids for the above Procurement Project. Delivery and testing of the Goods is required within Sixty (60) calendar days upon receipt of the Notice to Proceed. Bidders should have completed, within Five (5) Years (July 24, 2019- July 23, 2024) from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from PhilHealth-Secretariat for the Bids and Awards Committee and inspect the Bidding Documents at the address given below during 8:00 a.m. - 5:00 p.m. 5. A complete set of Bidding Documents may be acquired by interested Bidders on July 2- 23, 2024 (8:00AM– 3:00PM- during weekdays only) and on July 24, 2024 (7:00AM – 1:00PM) from the given address below and upon payment of the applicable fee in the following amount for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB: Lot 1 ₱25,000.00 Lot 2 ₱25,000.00 All Lots ₱50,000.00 The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. 6. Oranbo, Pasig City and through video conferencing via MS Teams, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before July 24, 2024, 1:30 p.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on July 24, 2024, 1:30 p.m. at SBAC Conference Area, (Rm. 1004), PhilHealth Head Office, 10th Flr., Citystate Centre 709 Shaw Blvd., Brgy. Oranbo, Pasig City and via MS Teams. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10.
