The Southern Isabela Medical Center (SIMC), using a single-year Framework Agreement, through the Hospital Income intends to apply the sum of One Million Seven Hundred Thousand Twenty-Eight Nine Hundred Ninety-six Pesos (Php 1,728,996.00) being the ABC to payments under the contract for each item for the Supply and Delivery of Grocery Items Under Framework Agreement. Bids received in excess of the total cost per item shall be automatically rejected. 2. The SIMC-BAC now invites bids for the above Procurement Project. Delivery of the Goods is required within three (3) calendar days after issuance of a Call-Off or any date determined by the PE. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. The Prospective Bidder can officially join the bidding procedure by making a payment in conformance to Section 5.0 of APPENDIX 8 regarding the Guidelines on the Sale of Bidding Documents: The cost of bidding documents shall correspond to the Approved Budget of Contract range as indicated in the table below. This shall be the amount of fee for the acquisition of bidding documents. Payment may be done through bank deposit in the Development Bank of the Philippines savings account of the Hospital, with account name – Southern Isabela Medical Center and account number – 00-0-50100-541-7. The SIMC-BAC will hold a Pre-Bid Conference on October 28, 2024 at 1:00 pm through video conferencing or webcasting via ZOOM APP with Meeting ID 943 2121 0047 Passcode: 604615 which shall be open to prospective bidders. All prospective bidders may join the pre-bidding conference regardless whether payment is done or not. If attending physically, only one (1) representative per company shall be allowed to physically attend. 7. For purpose of computation of the appropriate Single Largest Completed Contract (SLCC) for the line items intended for bid, the bidder must submit lists of items and include the Approved Budget of the Contract (ABC) of the line items, to be attached outside the manually submitted Bidding Documents using the format: Item No. Description Unit Quantity Unit cost per item based on ABC Total ABC for the item TOTAL ABC 8. Bids must be duly received by the BAC Secretariat through manual submission on or before November 15, 2024 at 1:00 p.m. late bids shall not be accepted. 10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 11. The Southern Isabela Medical Center reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
