The Department of Public Works and Highway-Isabela 3rd District Engineering Office through the PDE 2019 intends to apply the Approved Budget for the Contract (ABC) to payment under the following contracts for: a. Approved Budget for the Contract (ABC) : ₱ 796,197.94 d. Contract Duration : 30 C.D. e. Fund Source : Sub-Allotment Advice (PDE) CY2024 f. Cost of Bidding Document : ₱ 1,000.00 Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals. 2. The Department of Public Works and Highway-Isabela 3rd District Engineering Office now calls for the submission of the eligibility document for the Geotechnical Investigation for Proposed Bridge Project. Interested consultants must submit their eligibility documents on or before 9:00 am of October 14, 2024 at the Procurement Office of Department of Public Works and Highway -Isabela 3rd District Engineering Office Tagaran Cauayan City, Isabela. Applications for Eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. The BAC shall draw up the short list on the consultants from those who have submitted eligibility documents expressions of interest and have been determined as eligible in accordance with provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its implementing Rules and regulations (IRR). The short list consists of three (3) prospective bidders who will be entitled to submit bids. Pre-bid conference shall be held on 9:00 am of October 22, 2024 at the New Conference Room, DPWH-Isabela Third District Engineering Office, Tagaran, Cauayan City, Isabela. 5. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the revised IRR of RA 9184. Bidding is restricted to the Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 6. DPWH-Isabela 3rd District Engineering Office shall evaluate bids using the Quality Cost Based Evaluation (QCBE) procedure. Only bids whose technical proposals passed the minimum passing technical score of Eighty (80) points shall have their financial proposals opened and evaluated. DPWH-Isabela 3rd District Engineering Office shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. Bids must be delivered on or before November 05, 2024 at New Conference Room, DPWH-Isabela Third District Engineering Office, Tagaran, Cauayan City, Isabela. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.1. 10. Bids will be opened in the presence of the owner or the bidder’s authorized representatives who choose to attend at the above. Late bids shall not be accepted. 12.
