Two Failed Biddings. Where there been failure of competitive bidding of Limited Source Bidding for the second time as provided in Section 35 of the Act and this lRR." WHEREAS, subject to the prior approval of the HoPE, and whenever justified by the conditions as provided for by RA 9184 and its Revised lRR, the Procuring Entity may, in order to promote economy and efficiency, resort to any of the alternative methods of procurement; NOW, THEREFORE, the NPTI Bids and Awards Committee, hereby RESOLVES, as it hereby RESOLVED, to recommend to the Acting Director, NPTI, as the Head of the Procuring Entity (HoPE) to declare aforementioned project to resort on Alternative Method of Procurement-Negotiated Procurement.
