The Commission on Audit, Regional Office No.1, City of San Fernando, La Union, through the Government of the Philippines (GOP) – National Expenditure Program (NEP) for CY 2025 intends to apply the sum of One Million Eight Hundred Eighteen Thousand Two Hundred Sixty-Five Pesos and 68/100 Only (₱1,818,265.68) being the Approved Budget for the Contract (ABC) to payments under the contract for Janitorial Services located at: • COA Regional Office No. I Building, San Fernando City, La Union • COA Provincial Satellite Auditing Office (PSAO), San Fernando City, La Union • COA Provincial Satellite Auditing Office (PSAO), San Carlos City, Pangasinan • COA Provincial Satellite Auditing Office (PSAO), Bantay, Ilocos Sur Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Commission on Audit, Regional Office No.1 now invites bids for the Procurement of Janitorial Services for COA RO1, San Fernando City, La Union; COA PSAOs, La Union, Pangasinan, and Ilocos Sur for CY 2025. Delivery of the Goods is required from January 1, 2025 to December 31, 2025. Bidders should have completed, within five years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from the BAC Secretariat, Commission on Audit Regional Office No. 1, City of San Fernando, La Union and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM/Mondays to Fridays except holidays. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 24, 2024 until the deadline for the submission of bids, from the given address and website below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person, by facsimile or through electronic means along with the submission of their bids. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The Commission on Audit Regional Office No. 1, City of San Fernando, La Union will hold a Pre-Bid Conference on November 6, 2024, 10:00AM at 2nd Floor Conference Room, Commission on Audit Regional Office No.1, San Fernando City, La Union and/or through video conferencing or webcasting via Zoom, Cisco Webex or Google Meet, which shall be open to prospective bidders. The link for video conferencing will be sent one (1) day before the pre-bid conference to the respective email addresses provided to the BAC Secretariat by the interested bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below or electronic submission as indicated below on or before November 18, 2024, 10:00AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be immediately after the closing of the dropping of bid proposals on November 18, 2024, 10:00AM at 2nd Floor Conference Room, Commission on Audit Regional Office No. 1, San Fernando City, La Union and/or via Zoom, Cisco Webex or Google Meet. The link for Zoom, Cisco Webex or Google Meet will be sent to the respective email addresses given by the interested bidders. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity or witness the opening of the bids through video conferencing (VC) Zoom, Cisco Webex or Google Meet. Those bidders interested to participate via VC shall coordinate and register with the BAC Secretariat for the link through email address indicated below. For the Bidders who prefer to attend the face-to-face opening of bids shall present health clearance issued by appropriate government institutions. Only one (1) representative per bidder shall be allowed to attend. 10. The Commission on Audit Regional Office No. 1, City of San Fernando, La Union reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
