The Local Government Unit of Arakan, through the GENERAL FUND and 2024 intends to apply the sum of php 305,340.00 being the ABC to payments under the contract for SUPPLY OF SPARE PARTS/MATERIALS /2024-G-28. Bids received in excess of the ABC shall be automatically rejected during bid opening. 2. The Local Government Unit of Arakan now invites bids for the SUPPLY OF SPARE PARTS/MATERIALS Bidders should have completed a contract similar to a project from the date of submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address below from Monday to Friday, except Holidays from 8:00 am to 5:00 pm. 5. A complete set of bid documents may be acquired by interested bidders from JULY 8, 2024, to JULY 17, 2024, from the given address and website(s) below two (2) days after the submission of the letter of intent and upon payment of the bid documents according to the latest Guidelines issued by the GPPB, in the amount of Php500.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees. 6. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address indicated below on or before JULY 18, 2024; at 1:30 p.m. Unsealed or unmarked bid envelopes shall also be rejected. Late bids shall not be accepted. 7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 8. Bid opening shall be on JULY 18, 2024; at 2:00 P.M. at The BAC Office, Municipal Gymnasium. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 9. Bidders shall enclose their Original Eligibility Documents and Technical Requirements in one sealed envelope marked (1st Envelope) and the Financial Proposal in another sealed envelope marked (2nd Envelope) sealing them all in an outer envelope marked “ORIGINAL BID”. Each Copy of the first and second envelopes shall be similarly sealed, duly marking the Inner envelopes as “COPY NO. 1, & 2- “ELIGIBILITY AND TECHNICAL COMPONENTS” AND “COPY NO.1, & 2- FINANCIAL COMPONENTS” and the outer envelope as “COPY NO. 1, & 2” respectively. This envelope containing the Original and the copies shall then be enclosed in one Single, Expanded Envelope. NOTE: WITH TABBING EACH FOLDER. 10. The Bids and Award Committee reserves the right to reject any bids, declare a failure of bidding, or not award the contract at any time before the contract award by Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
