The Department of Agriculture-Regional Field Office 7, will conduct a public bidding through GAA 2024 and intends to apply the sum of Two Million One Hundred Thousand Pesos (₱2,100,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PROCUREMENT OF 30,000 PIECES OF CACAO GRAFTED PLANTING MATERIAL. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Agriculture-Regional Field Office 7 now invites bids for the PROCUREMENT OF 30,000 PIECES OF CACAO GRAFTED PLANTING MATERIAL with the following details/specifications: Clones: * K1 – 15,000 pieces @ 70.00/pc * K2/PBC 123 – 15,000 pieces @ 70.00/pc - Certified Planting Materials (Tagged per planting materials) - Must be planted in at least 15.24 x 25.40 x 0.0076 cm (6 x 10 x 0.003 in.) black polyethylene bag; - Must be at least 60 cm in height but not more than 100 cm from the soil line; - Graft/bud union must be 30-40 cm from the soil line and fully healed with no plastic wrap; - Must have at least 4 matured leaves; - Should have no symptoms of Vascular Streak Dieback (VSD) and pest damage/injury to the leaves should be ˂10% of the total area of each leaf; and - No parts of the root system must be exposed outside the black polyethylene bag and not root bounded - NSIC Registered Variety - with mortality allowance of 10% - Supplier must provide care and maintenance for two (2) weeks after delivery to ensure the survival of planting materials prior to distribution -Unit cost includes transport cost to delivery sites Deliver to: (for detailed delivery sites, please refer to SECTION VI – SCHEDULE OF REQUIREMENTS, page 28 of this PBDs) Delivery of the Goods is required within 45 calendar days from the receipt of approved Notice to Proceed (NTP). Bidders should have completed, within five years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Department of Agriculture- Regional Field Office 7- BAC 2 Secretariat through the contact details given below and inspect the Bidding Documents as posted on the Philippine Government Electronic Procurement System (PhilGEPS). 5. A complete set of Bidding Documents may be acquired by interested Bidders on July 4, 2024 from the given address below and upon payment of non-refundable Bid Document Fee the amount of Five Thousand Pesos (₱5,000.00) (based on Appendix 8 - Guidelines on the Sale of Bidding Documents of the 2016 Revised IRR of 9184 updated as of January 31, 2023. The Procuring Entity shall allow the bidder to present its proof of payment for the fees which will be presented in person, by facsimile, or through electronic means. 6. The Department of Agriculture-Regional Field Office 7, will hold a Pre-Bid Conference on July 12, 2024 -2:00 p.m. at DA Conference Room, DA Complex, Highway Maguikay, Mandaue City, which shall be open to prospective bidders. Electronic Pre-Bidding is not available for this procurement opportunity. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before July 24, 2024 - 10:00 a.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on July 24, 2024 - 10:00 a.m. at DA-RFO 7 Conference Room, DA Complex, Highway Maguikay, Mandaue City. Bids will be opened in the presence of the bidders or bidder’s authorized representatives who choose to attend the activity. Electronic Bidding is not available for this procurement opportunity. 10.
