Prospective bidders must have the eligibility requirements as enumerated under Sec. 23.1 and Sec. 23.4.2 of the 2016 Revised Implementing Rules and Regulations of RA 9184. The BAC will use non-discretionary “pass/fail” criteria in the Eligibility Check/Screening as well as the Preliminary Examination of the Bids. The BAC will conduct post-qualification of the lowest calculated bid. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing and Regulation (IRR).
