The Pag-IBIG Fund, Cagayan Valley Region, Bids and Awards Committee, Technical and Admin. Support, Cagayan Valley Region (BAC TAS- CVR) through the Y2024 Corporate Operating Budget intends to apply the sum of Two Million Five Thousand Five Hundred Pesos (Php2,005,500.00), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Delivery and Installation of Aircon, Eighteen (18) Units, 3TR, Split Type, Ceiling Mounted for Pag-IBIG Fund, Cagayan Valley Region with Project ID Number- CVR2024-ACU001. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Pag-IBIG Fund through the Bids and Awards Committee (BAC) – TAS, Cagayan Valley Region now invites bids for the above Procurement Project. Delivery of the Goods is required within FORTY (40) CALENDAR DAYS as specified in Section VI (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, within the period of Five (5) Years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 5. Prospective bidders may obtain further information from the Pag-IBIG Fund BAC Secretariat through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS). 6. A complete set of Bidding Documents may be acquired by interested Bidders starting 23 October, 2024, from 9:00 A.M. to 3:00 P.M., from the Pag-IBIG Fund BAC Secretariat at the office address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by GPPB, in the amount of Five Thousand Pesos (Php5,000.00). 7. Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund, provided that the prospective bidder has secured an authorized Payment Order Form at the BAC Secretariat. 8. The Procuring Entity shall allow the bidder to present its proof of payment for the fees which will be presented in person, by facsimile, or through electronic means. 9. The Pag-IBIG Fund BAC-GS will hold a Pre-Bid Conference via video conferencing on 04 November, 2024, at 2:00 P.M. (P.S.T.), which shall be open to prospective bidders. The prospective bidders’ request for the meeting ID/link and password must be communicated with the BAC Secretariat via email at fabautista@pagibigfund.gov.ph / sibucayu@pagibigfund.gov.ph / jcbautista@pagibigfund.gov.ph, at least three (3) working days prior to the schedule of Pre-Bid Conference. The said meeting ID/link must be for exclusive use of the authorized representative of the bidder. The attendance of prospective bidder/s shall be limited only to one (1) representative per company. 10. Bids must be duly received manually by the Pag-IBIG Fund BAC- Secretariat, Pag-IBIG Fund Reception Counter, Ground Floor, Editha Tuddao Building, Balzain High-way, Tuguegarao City on or before 2:00 P.M. (P.S.T.) of 18 November, 2024. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14. Late bids shall not be accepted. 11. Bid opening shall be on 18 November, 2024 at 2:00 P.M. (P.S.T.) through physical at Conference Room, 3rd Floor, Editha Tuddao Building, Balzain Highway, Tuguegarao City or through virtual. Prospective bidders who opt to attend virtually shall request for a meeting ID/link and password and must be communicated with the BAC Secretariat via email at sibucayu@pagibigfund.gov.ph/jcbautista@pagibigfund.gov.ph/fabautista@pagibigfund.gov.ph, at least three (3) working days prior to the scheduled Bid Opening. The said meeting ID/link must be for the exclusive use of the authorized representative of the bidder. In either case, attendance of prospective bidders shall be limited only to one (1) representative per company. 12. The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
