NOW, THEREFORE, with the foregoing premises, WE hereby resolved that the use of alternative method of procurement for the aforesaid Purchase Requests are justified and recommended for approval of the City Mayor as Head of the Procuring Entity, by reason of the existence of the conditions set forth under RA 9184 and its IRR in line with the promotion of economy and efficiency in the procurement system.
