Of known qualifications, we mean, that the supplier must have a track record of good reputation and duly registered and accredited by any government entity for such purpose, preferably accredited by this office. Usually, the BCWD procures Goods on a pay when resources are available basis, it being, derives no subsidy from the government but from the collection of payment for water bills from its consumers, such payment may even go beyond six (6) months before its full payment of supplies necessary in the transaction of its official business in providing potable water to the public. BCWD reserves the right to reject Goods if the same is not compliant with the standard observes by this office in the procurement thereof. Thus, we advise suppliers to observe diligently the quality of supplies with reasonable prices. It may be possible that during evaluation of price quotations submitted, prices may inevitably vary if compared with other suppliers rendering some items, although lower in prices and the total value of that particular item may no longer be significant to the interest of the supplier, the BAC, may resort to the determination of the total amount of all the items posted for quotation and render its decision pursuant thereto.
