Procedure Title: Achiziţie Echipamente cercetare TanDeM-AGE Description: Se dorește achiziționarea de echipamente de cercetare necesare pentru implementarea proiectului „Accelerated epigenetic ageing linked to detrimental outcomes of combined diabetes-tuberculosis and post-tuberculosis disease (Tuberculosis and Diabetes - Accelerated Epigenetic Ageing TanDeM-AGE)”, extinderea fluxurilor curente şi a capacităţii lor pentru activităţi de cercetare de ultimă generaţie derulate în cadrul Universităţii de Medicină şi Farmacie din Craiova în conformitate cu obiectivele şi scopul proiectului PNRR C9-2023, I8, contract de finanțare 119/31.07.2023. Orice operator economic interesat are dreptul de a solicita clarificări sau informaţii suplimentare în legătură cu documentaţia de atribuire. Orice solicitare de clarificări din partea ofertanţilor trebuie să fie semnată electronic extins şi să conţină în clar datele de contact ale ofertantului (denumire, adresă, fax, email, telefon, reprezentant legal). Numărul de zile până la care se pot solicita clarificări înainte de data limită de depunere a ofertelor este de 15 zile. Aceste documente scanate și semnate electronic extins, urmează a fi prezentate, la solicitarea autorității contractante, numai de ofertanții clasați pe primele două locuri în clasamentul întocmit după aplicarea criteriului de atribuire (inclusiv de ofertanţii asociaţi/subcontractanţi/terți susținători, după caz) până la data încheierii raportului procedurii de atribuire, conform art. 196 alin. (2) din Legea nr. 98/2016 privind achizițiile publice. Cerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent” Ierarhia ofertelor este stabilită pe baza obținerii celui mai mare punctaj total. O ofertă poate obține un număr maxim de 100 de puncte. În cazul în care, în urma stabilirii clasamentului final conform criteriului de atribuire, comisia de evaluare constată că pe primul loc sunt clasate 2 sau mai multe oferte cu punctaje egale, autoritatea contractantă va face departajarea după factorul de evaluare "preţ". În cazul în care situaţia de egalitate se menţine se va solicita, prin intermediul SEAP, ca aceşti ofertanți să prezinte în SEAP noi oferte financiare scanate şi semnate cu semnatură electronică extinsă. Oferta câștigătoare va fi desemnată cea cu propunerea financiară cea mai avantajoasă. Procesul se va relua până când este posibilă departajarea ofertelor și declararea câștigătorului. Autoritatea contractantă va încheia contractul de achiziție cu ofertantul desemnat câștigător, în perioada de valabilitate a ofertelor, dar nu mai devreme de 11 zile de la data transmiterii comunicării privind rezultatul aplicării procedurii de atribuire pentru a acorda termenul legal de 10 zile pentru formularea eventualelor contestații administrative. Modelul de contract poate fi accesat în fișierul „PNRR_33_LD_2024_Model_contract.doc”. Ofertantul desemnat câștigător are obligația de a se prezenta în termenul specificat în invitația pentru semnarea contractului, transmisă de autoritatea contractantă prin intermediul SEAP. Dacă termenul a expirat iar ofertantul desemnat câștigător nu s-a prezentat pentru semnarea contractului, situația va fi asimilată refuzului de a semna contractul, iar autoritatea contractantă va reține în favoarea sa garanția de participare.
