Water Security Assessment of South Africa The watersector in South Africa is currently experiencing heavy strain due to persistentsystematic challenges as well as acute shocks that have degraded the nation-swater security. In recent years, the country has experienced severe droughts,devastating floods, delays in investments and an overall deuteriation of waterservices delivery. As a result, the system is on the brink of demandoutstripping supply, with harmful environmental and social-economic developmentimplications. To provide a way forward at the highest level, South Africa-sDepartment of Water and Sanitation (DWS) has put forth the 3rdEdition of the National Water Resources Strategy (NWRS-3). The NWRS-3 comprisesthree overarching goals, namely (1) that water must be protected, used,developed, managed and controlled sustainably and equitably, (2) that water andsanitation must support development and the elimination of poverty andinequality, and (3) contribute to the economy and job creation; the NWRS-3further describes their respective challenges and key action areas. While manyaspects will be addressed by the ongoing National Water and SanitationMasterplan, certain actions still require further activities to support implementationand a plan for operationalization. Therefore, the World Bank is developing anassessment to identify such key priorities and provide relevant analyticalsupport for improved water security in South Africa. OBJECTIVE OF THECONSULTANCYThe mainobjective of this assignment is to identify, with guidance from the Bank team,key priorities and gaps in South Africa-s current efforts to improve watersecurity and resilience to climatic and non-climatic shocks and stressors and provideanalytical support and products that address said gaps. This study will broadlyfollow the framework of the NWRS-3, including its strategic actions andenabling environment requirements to identify high impact activities that are limitingthe implementation and operationalization of water sector interventions.
