Overview	Technical Bases for Service Contract for the Development of the National Energy Hydraulic Storage Program The object of the specifications is that the General Directorate of Water promotes the use of existing reservoirs for the development of new energy storage capacity to suppose a basic efficiency in the performance of the installation by the lowest capital necessary for its construction. The use of existing infrastructure, in addition to allowing a decrease in investment in new storage facilities, limit the associated environmental impact in a very important way. In the current regulatory framework there are important normative and administrative barriers that prevent the development of new reversible hydroelectric plants with clear competitive advantages for providing greater value to the electricity sector and having a lower unit cost. It is necessary to establish measures that make new storage facilities compatible with hydroelectric uses already granted, so the accurate contract of the legal study of proposals for normative reforms in water and energy to save existing administrative and regulatory barriers.
