A banda, caldria exigir una coordinació i una planificació global dels treballs perquè l’execució global de les prestacions fos correcta i això resultaria desproporcionat per a les finalitats d’interès públic que es persegueixen amb l’execució d’aquestes prestacions. Això permet concloure que les prestacions no es poden executar de manera independent sense menyscabar l’execució correcta dels treballs i una assignació correcta dels recursos públics proporcionals a la finalitat requerida. Contra l'aprovació de l'expedient de contractació, plecs, actes de tràmit que decideixin directa o indirectament l'adjudicació, impossibilitat de continuar el procediment, indefensió o perjudici irreparable i modificacions del contracte, i de conformitat amb el que preveuen els arts. 44 i ss de la llei 9/2017, de 8 de novembre, de Contractes del Sector Públic es pot interposar recurs especial en matèria de contractació, davant el mateix òrgan de contractació o davant el Tribunal Català de Contractes del Sector Públic, en el termini de 15 dies hàbils comptats d'acord amb el que estableix l'art. 50.1.de la LCSP. En els casos previstos a l'art. 39.2, lletres c), d), e) i f) de l'esmentada llei el termini serà de trenta dies, comptats des de la publicació de la formalització del contracte, o des de la notificació als candidats o licitadors afectats dels motius del rebuig de llur candidatura o proposició; i per a la resta de supòsits el termini serà de 6 mesos, comptats des de la formalització del contracte. Alternativament es pot interposar recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Barcelona, en el termini de dos mesos comptats des del dia següent al de la recepció d'aquesta notificació.
