Development of Heat Stress Index d National Heat-health Warning Systems Development of Heat Stress Index and National Heat-Health Warning Systems and Action Plans The United Arab Emirates and other Middle Eastern countries each summer experience extreme heat stress conditions, where ambient air temperatures often reach 45°C (135°F) and higher with 90% humidity. Employers, supervisors, and health, safety, and environment (HSE) personnel often lack practical awareness of the risk factors of heat stress and the precautions that protect workers from exposure, which can result in heat illness, heat stroke, and death. To address the problem was made by the UAE Ministry of Labor in 2007 by enforcing work stoppages in construction during July and August, 2 of the hottest summer months, between 12:30 PM and 3 PM. The Safety in the Heat program was developed in response to the extreme heat stress conditions experienced by workers in Abu Dhabi. Which included a comprehensive multimedia, economic education, and awareness program targeting companies in the region.
