Evaluation of the tenders will be based on the Council's evaluation methodology and in full compliance with UK Directives, the Council's Contract Procedure Rules, the Public Contracts Regulations 2015 and the stated criteria. Evaluation of the criteria for quality will also include the operation of a minimum score thresholds. If a proposal receives a score below the required threshold, then the bid may not be considered further. The scoring methodology and matrix is included within the ITT.
