This is notice of intent to award a sole-source contract pursuant to 10 U.S.C. 2304 (C) (1), As implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs has a requirement to be permitted to Publicly Perform as that term is used in Section 101 and 106 of title 17, United States code, audiovisual content (including feature films, documentary films, television programs) in any legally obtainable format, which are otherwise by law intended for home use only. This is the only known vendor available for this expansive use of video, movie and audio files that is covered under umbrella license for facilities use. Ref.
