Navigation and Civil Works Data Analysis and System Support Professional Services Description This announcement constitutes a Request for Proposals (RFP) in accordanxce with Federal Acquisition Regulation (FAR) Part 15 "Contracting by Negotiation". This procurement will be conducted as a partial small business set-aside in accordance with FAR Subpart 19.5. The Government anticpates award of a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year period of performance consisting of one base year, four (4) one-year options and one six-month option to extend services. All task orders issued against this IDIQ will be Firm Fixed Price. Award will be made based on the best value to the Government using a subjective tradeoff source selection process. Please note all RFP amendments or other publicly releasable information will reside within this announcement in the Contract Opportunities section of SAM.gov. To be eligible for award, Offeror must be registered in SAM.gov. No paper copes of the RFP will be issued. No paper copies of proposals will be accepted. Offerors are responsible themselves to check SAM.gov for amendments to this RFP. Questions should be addressed to the Primary Point of Contact listed in this announcement, Mr. David A. Kaplan, Contract Specialist at email David.A.Kaplan@usace.army.mil and a copy submitted to the Secondary Point of Contact, Mr. Douglas E. The Government will consider all correspondence submitted prior to the deadline for questions, but will not issue individual responses. No questions will be accepted via telephone with the exception of the pre-proposal conference scheduled for Monday 21 October 2024 at 11:00AM US Eastern Daylight Time (EDT). No individual meetings with offerors will be scheduled. Voicemails or requests for meetings will not receive a response.
