INTRODUCTION: Contractor shall furnish all labor, mobilization, personnel, supervision, materials, supplies, tools, equipment, transportation, and incidentals to perform all work identified in the task order. Optional Emergency Fence Repair on Perimeter Fencing, plus Fence Maintenance at least 24,997 SQ. YD. of fencing. a) Regular Fence Maintenance and Clearing (Non-Emergency) i) Contractor’s labor rates must include all overhead, mobilization to and from the job site, supervision, tools, incidental supplies, quality control, and profit needed to perform the services for all fencing maintenance activities with the Savannah River Site. Task orders must be agreed upon using the firm fixed price rates reflected in the schedule of items, cost of materials, and delivery schedule. ii) Work may be performed anywhere on the Savannah River Site at the direction of the COR as needed mainly on the SRS boundary fence. The areas will require work in remote areas. Following the SRS remote worker policy is required, see SRS Special Solicitation Number: 12444124Q0100 requirements document for details. iii) Maintenance and clearing work include but are not limited to the following: Repairing breaks in fencing including the repair of 3‐strand barbed wire fence, repair of woven wire fence with minor mending of wire, salvaging material in the existing fence and reincorporate the material into the fence. Clearing 3 FT on each side of fence line conforming to the specifications. This includes removal of all vegetative debris including but not limited to branches, bushes, shrubs, trees, etc. that are within 3 FT on either side of the fence line. Cleared vegetative debris may be field scattered at the discretion of the COR. Any metal debris may be disposed of at a designated collection point provided by the government on SRS property. Replacement of damaged fence posts including setting replacement posts in concrete and disposal of damaged posts. Repair/Replace Corner, End, Intersection, intermediate line braces, and Gate Brace Panel sections as required including disposal of damaged sections. Furnishing and Installation of brace panel with 9‐gage twisted tension brace wires and/or 4‐in dia. diagonal brace posts. iv) This contract includes the following quantities: - Approximately 7.1 miles of fence line clearing which includes clearing 3ft on either side of fence line. This equates to approximately 24,997 SQ. YD. of total fence line area to clear. - Up to 200 L.F. of barbed wire replacement/installation including steel posts with hardware. - Up to 200 L.F of Barbed wire mending/repair work - Up to 40 hours of Gate repair work (Replacement gates and gate hardware will be furnished by the government) - Up to 33 Each of Corner, End, Intersection, Intermediate line brace, and Gate Brace panel replacements. This includes furnishing brace panels, installing brace panels, setting 4” posts in concrete, installation of 4” diameter diagonal brace posts with 9-gauge twisted tension brace wire as required. b) Emergency Repair Fence Maintenance (Response within 72 hours) i) Repair of, 3‐strand barbed wire fence and woven wire fence, with Minor Mending of Wire. Salvage material in the existing fence and incorporate the material into the reset fence. Replace fence material damaged beyond reuse. Replace line posts with steel posts when wood post is damaged. Solicitation Number: 12444124Q0100 ii) Repair of gates. Salvage material in the existing gate and incorporate the material into the reset gate. Replace Gate damaged beyond reuse with Government Supplied gate. Replace hinge/line post(s) structure when post is damaged. iii) Emergency repair work must begin within 72 hours of notification. Response time includes holidays and weekends. 2) PERSONNEL QUALIFICATIONS: None, except for the contractor’s requirements 3) GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS: a) Site Motorola Radio and pager b) Property pass/prohibited & controlled articles pass c) Remote Worker Map d) Gate and materials for hanging new gate that are beyond repair 4) REGULATIONS/POLICIES: a) Contractor will use specifications set forth in the Standard Fence Detail Drawing for repairs and maintenance as well as adhere to Clearing specifications as described in Section 202 of the FP-14 manual. b) The contractor will complete work under each task order in accordance with the task order and the specifications contained or referenced herein. c) All contractors will be required to get a SRS badge before approved access to the Savannah River Site. 8 hour GET or CAT training are required prior to badge being picked up at the SRS badge office and will be considered incidental to the contracts schedule of items. See the SRS Special requirements and badge request process attachment for more information. d) The contractor’s movement on the existing transportation system of the SRS is restricted due to limited security access points onto and within SRS. These access points have various times of operation and protocols to be followed in order to gain access on to the site. The contractor must establish and implement methods of ensuring that all badges issued by the government are kept secure in the contractor’s possession and are not used by unauthorized persons. e) Security badges must be worn at all times on the Savannah River Site, and proper PPE must be used. f) Before the work commences the contractor must present a safety plan that the address the hazards associated with the requirements of the project per OSHA standards, and will need to be viewed by the USDA Forest Service, Savannah River’s Safety Manager prior to starting work. 5) The Contractor shall if required, provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, and other traffic control devices as described in section 635 in the FP-14 as required. Contractor shall take all necessary Solicitation Number: 12444124Q0100 precautions for the protection of the work and safety of the public at the Savannah River Site. SRS roads or fence boundary areas closed to traffic shall be protected by effective barricades, and obstructions shall be illuminated during the hours of darkness. 6) TRAINING: a) The Contractor is responsible for all training for its employees.
