LN-251 Interim Solution Description Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source, Cost Plus Fixed Fee (CPFF) type contract to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Corporate Basic Ordering Agreement (BOA) to procure LN-251 Integration as the interim Solution to reach the FY27 mandate on the E-2D to use GPS M-code and disposition all Government Property projected to be excess at the completion of the final contracted production efforts for the E-2D aircraft. This acquisition is being pursued on a sole source basis to NGC (CAGE 70974) under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the incumbent contractor NGC has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. As the sole designer, developer, and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy the agency requirements.
