06925P0004-RFP CS Workforce Development Program (PACE) DEPARTMENT OF SOCIAL SERVICES Job Placement Services HRA anticipates to solicit through an RFP, new enhancements to the Career Services Workforce Development program model (formerly known as CareerPathways) which will focus on client-centered assessments, improved workforce development practices, and increased Provider partnerships with community-based organizations and local businesses. The enhancements also focus on further strengthening and transforming the HRA Career Services workforce development programs through lessons learned about remote client engagement and other technological supports for training, education, and telework employment prospects, emphasizing growing job sectors with family-sustaining wages. HRA seeks Career Services workforce development providers who can support HRA Career Services clients through: •Improved assessments that aim to identify client needs and interests successfully while simplifying and streamlining data collection. This will enhance data quality and client outcomes. These assessment tools will form the foundation for individualized service planning, goal setting, and a tailored client-centered approach to developing specific career and educational attainment. •Improved workforce development processes that provide client-centered services based on client need/interest and motivation to enter and or return to work. •Programmatic efficiency and umbrella/wrap around services onsite. •Improved contract monitoring, performance management, and invoicing processes to reduce duplicative administrative burdens and should maximize the impact of available resources to meet client needs. •Continuous improvement of services through the procurement of a Provider focused technical assistance and training. •While served as the same sites, youth services will have a separate and distinct service track and staffing and focused activities. Career Services intends to develop an intentional, labor market-guided shift towards occupational and sector-based placements and retention by highlighting and supporting high-demand sectors, including healthcare, technology, industrial/manufacturing, construction, culinary and hospitality, or others in which proposers can identify employer demand and career opportunities for low-income New Yorkers. Proposers must have proven experience in working with and serving the needs of the populations in the geographical areas in which program sites are located. There will be a strong focus on providers collaborating and/or subcontracting with community-based organizations as well as Minority and Women Owned Business Enterprises (MWBEs) that possess knowledge and experience in local communities’ service needs. HRA Career Services Workforce Development Program’s goal is to provide a flexible array of holistic and client-focused services to Clients with no barriers to employment.
