The length of the contract period is two (2) years and the planned start date of the contract period would be February 1, 2025. The acquisition includes the option to extend the contract period with two (2) option years, one (1) year at a time. Two (2) bidders with the lowest price will be selected for the framework arrangement. Selected suppliers are prioritized based on the lowest price. Equipment and supplies are primarily purchased from the first supplier in order of priority. Housing support services for people with developmental disabilities and autism spectrum - Request for participation application (DPS) The Ostrobothnia Welfare Region requests participation applications in the procurement system for housing services for people with intellectual disabilities and autism spectrum. The procurement does not apply to housing services for people with physical disabilities. Procurement is carried out as a procedure similar to the dynamic purchasing system (DPS - Dynamic Purchasing System). The procedure is two-stage in nature: in the first stage, service providers apply for the procurement system by submitting a participation application, and in the second stage, internal tenders are organized among the service providers accepted into the procurement system. This is a request for participation regarding procurement. All service providers who meet the eligibility criteria are accepted into the procurement system. More detailed information about the procurement process itself can be found in Appendix 1. Description of the procurement procedure and process. The procurement applies to the entire region of the Ostrobothnia Welfare Region. The procurement is divided into 5 areas / services: 1. Supported housing 2. 24-hour service housing (Service categories 1-6) 3. Short-term care and care for adults (incl. family care leave) (Service categories 1-6) 4. Short-term care and care for under For 18-year-olds (incl. family leave) (Service classes 1-3) 5. 24-hour service housing for under 18s (Service categories 1-3) The application for participation must be submitted for at least one (1) and if desired more than one service (area). The application is unit-specific, so each housing unit must submit its own participation application. The services must be provided in the area of the Ostrobothnia Welfare Area or in the vicinity of the welfare area, no more than 60 kilometers away (as the crow flies from the border of the welfare area). The tender to be carried out later applies to both new and the customer's currently valid customer relationships. However, old customers are not obliged to move to new housing units, unless the customer himself wishes to do so. The service description and contract drafts are also attached to the request for participation. Participation in the procurement system does not oblige the service provider to participate in internal tenders. Tenders within the procurement system are organized once a year. However, you can submit applications for participation in the procurement system throughout its duration. The procurement system is valid for four (4) years from its establishment.
