LIPA Purchase of group and course activities guidance service for children, youth and families implemented by the City of Jyväskylä Sports Services The City of Jyväskylä is putting out to tender the group and course activities for children, youth and families implemented as purchased services by the Sports Services (Hobby model). The Sports Services have overall coordination responsibility for the city's produced group and course activities for children, youth and families, as well as the organization of the Jyväskylä hobby model group activities aimed at 1–9 graders. The purpose of the tender is to find service providers to implement the activities as part of this whole. Activities related to the hobby model (culture and sports) take place on weekdays either before the start of the school day or after the school day. Activities generally end by 5:00 p.m. Sports activities outside the hobby model are generally carried out on weekdays after 5:00 p.m. or on weekends. Activities related to the hobby model are organised at or near schools in the City of Jyväskylä. Due to the limited space available at schools, activities can also be organised in other suitable leisure facilities in the surrounding area. Activities outside the leisure model will be organised in different parts of Jyväskylä in facilities suitable for the planned activities. The City of Jyväskylä will put out to tender the organisation of leisure activities for children and young people for the period September 2024 - December 2028 as part of the Finnish Leisure Model project. Several calls for tenders will be published during this period. The tenders will be carried out within the framework of the dynamic procurement system that is now being established. The dynamic procurement system is a two-stage system.In the first stage of the dynamic procurement system, applicants register for the system and the candidate's suitability is checked, and in the second stage, candidates can submit bids for tenders that are organised within the DPS system. All suppliers that meet the eligibility and minimum requirements are selected for the DPS. The procurement system includes three separate sub-areas: 1) sports-related leisure activities, 2) arts, culture and other leisure activities, 3) leisure activities for people with special needs. The procurement procedure is described in more detail in Appendix 1. Dynamic procurement system for transport services The purpose of the dynamic procurement system for transport services is to procure soil and aggregate transport services, swap body transport services, and transport services for trucks equipped with cranes. Procurements may be divided into framework agreements or individual transport procurements. The dynamic procurement system is valid for the period stated in the procurement notice and during its validity an unspecified number of tenders may be organised, in which all tenderers approved under the system may participate. Participation in tenders is not mandatory. Services are mainly procured at hourly or unit prices. Transport services may also be tendered out as separate contracts or included in other contracts. The purpose of framework agreements is to procure all of the above-mentioned transport services under a fixed-term contract. Framework agreements may use a priority order based on price and quality scoring. Individual procurements refer to separate transport contracts, e.g. transporting a specific batch of soil away from a construction site. Transport contracts may also include machinery services (e.g. loading of soil). The requirements for equipment and their classifications are presented in Appendix 2. The system uses an electronic catalogue, in which suppliers fill in their equipment data. This equipment data can be used in quality scoring in connection with competitive tenders in a manner to be separately announced. The completed equipment catalogue must be attached to the application for participation as an electronic catalogue. It will be possible to update it in the future with your own identifiers through the system announced by the contracting entity. Dynamic procurement system for machinery and transport services The dynamic procurement system's internal tenders are used to procure machinery and transport services required for the construction and maintenance of the Client's municipal engineering for the City of Jyväskylä's Urban Infrastructure Services area. Machinery and transport services refer to, for example, work performed with excavators and trucks. The tenders mainly concern the vehicle and machine categories presented in Appendix 2. The procurements can be divided into framework agreements or individual procurements. The procurements mainly include the procurement of services on an hourly or unit price basis. The estimated annual value of the procurements is approximately €6 million, which is divided among several different suppliers. The estimated total value mentioned in the notice has been calculated for the entire expected duration of the system. The dynamic procurement system is valid until further notice and an unspecified number of tenders may be organised during its validity period, in which all bidders approved for the system may participate. Participation in the procurement system does not oblige the Supplier to submit offers in the organised tenders. The basis of the dynamic procurement system is to simplify the competitive bidding process for the services required by the Client, both for the Client and the Tenderer. The advantages of the dynamic procurement system are the transparency of the system and the possibility of using the electronic catalogue efficiently. The electronic catalogue aims to simplify the reporting of technical data of the equipment to different tenders. In practice, this avoids the need for separate catalogues for individual tenders. The procurement system uses the Supplier-Specific Equipment Catalogue as an electronic catalogue.The equipment list specifies the technical characteristics of the equipment, which can be used in the quality scoring of the tenders. The information in the equipment list can be managed by the supplier throughout the duration of the system. The technical distribution method, format and content of the equipment list can be changed according to the needs of the Client during the duration of the procurement system. The Client can add or remove vehicle and machine categories from the Equipment List according to the needs of the operation. These possible changes will be announced before the next tender is organised. In addition to price, the comparison criteria for offers in internal tenders can be a quality score, which is influenced by, for example, the technical characteristics of the equipment offered, environmental impacts (e.g. low emissions, renewable fuels) and the professional qualifications of the personnel. Within this procurement system, machinery and/or transport contracts can also be tendered, which also include, for example, aggregates, as well as machinery and/or transport contracts needed for street maintenance work.
