Soite registration procedure for enhanced service housing for the elderly The Central Ostrobothnia Social and Health Service Municipality Association Soite (hereinafter also referred to as the Client) will purchase enhanced service housing for the elderly from private service providers on the terms and conditions described in more detail in the registration request and its appendices. The first part of the procurement applies to the year 2020, when the scope of the procurement will include approximately 160 customer places in Kannunku, Kokkola, Kruunupyy and Veteli. The second part of the procurement applies to the year 2021, when the scope of the procurement will include approximately 260 customer places in Kokkola and Kruunupyy. The Client will make a decision and an agreement with the selected Service Providers. For more information, see the appendix "Description of the registration procedure" and the appendix "Object of the procurement and service concept". The agreement is valid until further notice. All applicants who meet the requirements set out in the registration request will be selected as Service Providers. Housing services for mental health and substance abuse rehabilitation patients Soite has decided to conduct a tender for housing services for mental health and substance abuse rehabilitation patients for the contract period starting on 1 June 2022, which is valid until further notice. The service to be procured includes both housing service decisions for new customers made during the contract period and housing service places acquired within the framework of existing contracts. The procurement covers an estimated 70% of the purchased service needs. The substantive requirements of the service to be procured are described in more detail in the attached service description. The service to be provided must meet the set requirements throughout the contract period. The procurement concerns the services of enhanced service housing, service housing and supported housing for mental health and substance abuse rehabilitation patients referred to in Section 14, Subsection 1, Point 7 of the Social Welfare Act (1303/2014) and Section 21 of the Social Welfare Act, which meet the different types of safe and functionally developing housing needs of mental health and substance abuse rehabilitation patients in the Soite area. The housing services are provided in the service provider's own or rented premises. The housing unit must be located 100 km from Kokkola Market Square. The procurement is a procurement of social and health services exceeding the threshold in accordance with Annex E of the Procurement Act. The procurement uses a procedure designed by the client itself in accordance with Section 109 of the Procurement Act, which is a procedure similar to a framework agreement, but new service providers can be applied for if necessary. Applications to participate in the procurement can be submitted until 1 April 2022 at 10:00. After this, the service provider search closes and the client makes a procurement decision. Service providers that meet the requirements are accepted into the procurement phase. The registration procedure is described in more detail in the appendix "Description of the registration procedure".Enhanced service housing Enhanced service housing is housing arranged in a housing unit and housing community. Enhanced service housing is a service that promotes or at least maintains the client's functional capacity, and aims at rehabilitation. The goal of rehabilitation is to improve life management and move to service housing or their own apartment. The service is arranged for clients who need continuous support and guidance in everyday activities, in treating an illness and a lot of guidance in learning everyday life skills. Enhanced service housing also provides individual care and attention. In the 24-hour housing service for mental health and substance abuse rehabilitation patients, severely disabled rehabilitation patients receive continuous care and 24-hour care or support. The rehabilitation patient is guided and, if necessary, assisted in their daily activities, e.g. taking care of personal hygiene, arranging meals and home care tasks, as well as medication according to the doctor's instructions. The 24-hour service has professional staff immediately present around the clock. Assisted living Assisted living is living arranged in a housing unit. Assisted living can be communal living in a group apartment or assisted living in an independent apartment. Assisted living is a service that promotes or at least maintains the client's functional ability, and aims at rehabilitation. The goal of rehabilitation is to improve life management and move to supported living or their own apartment. The service is arranged for clients who need daily support and guidance in everyday activities, in treating an illness or addiction, and in learning everyday life skills.In assisted living, staff are on site in one or two shifts. The activities include comprehensive rehabilitation and strengthening the client's functional capacity and social relationships. Supported housing Supported housing is arranged for people who need support for independent living or in the transition to independent living. Supported housing refers to supporting housing with various services. Supported housing services are flexible according to the need for help. The goal is to support and enable independent living and social rehabilitation. Supported housing aims to move into their own home. The goal of supported housing is to guide and support the client comprehensively and to help and support the client to cope with everyday life in cooperation with other actors. The service is mainly implemented as home visits in the rehabilitated person's home. Goals for supported housing are defined and recorded as part of the client plan/service implementation plan.
