Tiera's joint expert procurement service DPS The target of the dynamic procurement system is consultancy and expert work for the development and change projects of Kuntien Tiera Oy (later Tiera) and its owners, as well as for ensuring the services and their continuity. Through this competition, we are seeking a supplier network to supplement our expertise and support the development and maintenance of our services, which, on the one hand, expands Tiera's existing expertise and, on the other hand, brings flexibility to Tiera's delivery capacity in fluctuating demand situations for services. Demand is expected to grow significantly in the near future, as various structural and technological reforms progress towards their implementation and the operations of the municipal sector and information management are increasingly subject to new development pressures. The aim is therefore that the consultancy and expert network built through competition is able to carry out various and different types of consultancy assignments in accordance with the needs of Tiera and Tiera's owner-customers. In addition to services, the competition may also include a small amount of goods procurement, such as equipment or software required in connection with using the service. A small amount here means a maximum of 20% of the total value of an individual tender. Information security and data protection We are looking for experienced information security, risk management, continuity management and data protection experts for the needs of Tiera and Tiera's owner-customers, who have strong knowledge of information security and its good practices and reference frameworks (e.g. Katakri, ISO 27000 standards, Vahti guidelines) as well as a good understanding of the legislation, regulations and rules related to information security and data protection applicable in the public sector (e.g. GDPR, Information Management Act).Experts can be utilized in the following areas of expert services: - Information security and data protection training - Expert services in secure application development and software security - Expert services in administrative information security and data protection - Information security manager service, data protection officer service - Technical information security expert services - Information security and data protection testing, assessment and auditing services - Expert services in personnel security - Expert services in physical information security - Expert services in risk management - Expert services in continuity management - Expert services in access authorization management Promoting digitalization We are looking for expertise that, as a seamless complement to Tiera's own expert service and as an extension of the area of expertise, helps our owners develop and utilize agile operating methods and promote the utilization of digitalization in streamlining operations and developing customer experience. This also includes the ability to identify development areas where our customers should particularly progress through experiments, and the ability to make feasible presentations and plans for experimental methods or other new operating methods. These needs may relate to the development of support services, such as procurement or operational ICT operations, in addition to the core functions of municipalities. We are looking for innovative actors who have a good knowledge of current and future trends, technologies and methods, as well as experience and evidence of developing new digital practices in either the private or public sector.Typical areas for services purchased through the basket may include: - Digitalization change management and change management - Service design - Accessibility and usability and user experience assessment - Development of information management - Planning of integrations and process automation - Development of access authorization management Management with information and analytics and data materials We are looking for expertise that, as a seamless complement to Tiera's own expert service and as an extension of the area of expertise, helps our owners develop and utilize data in the management and development of operations. We also value experience from similar large-scale change projects in the private sector.
