Expert services for intelligent traffic, automation and mobility services The subject of this dynamic procurement system (hereinafter referred to as DPS) is expert services for intelligent traffic, automation and mobility services for the Finnish Transport and Communications Agency Traficom and the Finnish Infrastructure Agency. The assignments may be either Traficom's or the Finnish Infrastructure Agency's own or joint by both agencies. The expert services to be procured may be national and international tasks related to the development and implementation of services in accordance with the Intelligent Transport Directive, other new mobility services and other intelligent transport, such as road traffic automation, data traffic management or technologies. The DPS for the expert services for intelligent traffic, automation and mobility services is a single entity that includes 19 different subject areas as described in more detail in Appendix 1 "Description of the DPS". The required expertise mainly concerns road traffic in the subject areas in question. When submitting an application for participation, the candidate applies for the entity that includes all 19 subject areas. There are no separate applications for the different subject areas. For the sake of clarity, it is stated that a supplier applying for the DPS does not need to have expertise in all subject areas. The internal competitive tenders of the DPS carried out by Traficom and the Finnish Transport Infrastructure Agency may concern one or more different subject areas. Suppliers accepted for the DPS may offer their services for those assignments for which they have the competence and the necessary resources specified in the internal competitive tender, taking into account the expert service to be procured. The subject of the DPS is described in more detail in the request for participation and its annexes, in particular in Annex 1 "Description of the DPS". During the duration of the DPS, all interested suppliers can submit an application to participate. The DPS is valid until the date stated in the procurement notice, unless it is suspended or amended during the validity of the DPS. Contracting entities will announce the termination of the validity of the DPS by means of a subsequent notification. Contracting entities will carry out procurements among candidates accepted for the DPS through internal competitive tendering within the DPS, which may be scheduled for the entire procurement phase of the DPS. The procurement phase of the DPS begins after the establishment phase on 8 November 2021 and ends when the DPS expires.
