Finnish Immigration Service: Reception centre operations The subject of this dynamic procurement system is the reception centre operations of asylum seekers for adults and families in accordance with the Act on the Reception of Persons Seeking International Protection and the Identification and Assistance of Victims of Human Trafficking (746/2011, hereinafter referred to as the “Reception Act”). Reception centre operations refer to reception services and other activities related to the reception of asylum seekers. Reception centre operations primarily organise and produce dignified treatment, accommodation, and functional and high-quality reception services and other activities related to the reception of asylum seekers for asylum seekers registered at the reception centre. Reception centre operations promote and maintain the health, well-being, functional capacity, independence and the safest possible accommodation conditions for applicants. The aim of the procurement is to establish a national procurement arrangement for the situation when new reception centres are established by others than the state/Finnish Immigration Service. Individual reception centres will later be put out to tender among suppliers approved for this dynamic procurement system. The procurement may, as necessary, be an institutional or residential reception centre, a combination of these, or a centre that organises and provides reception centre services only for asylum seekers who arrange their own accommodation (so-called private accommodation). Reception centres that organise and provide reception centre services for people other than those who only arrange private accommodation must also be able to organise and provide reception centre services for people who are privately accommodated.The reception centre being procured may, as necessary, function as a transit or waiting centre or a combination of both. Reception services and other activities related to the reception of asylum seekers are organised and provided for asylum seekers by the reception centre whose client the asylum seeker is registered as. Reception services and other activities related to the reception of asylum seekers are organised and provided in practice and mainly in the reception centre by the centre's staff. There are statutory and other requirements regarding the number and qualifications of the centre's staff. Reception services include accommodation, reception allowance, social services, healthcare services, interpreter and translation services, and work and study activities as provided for in the Reception Act. Reception centres provide asylum seekers with, for example, advice and guidance as well as information on matters concerning them, assist persons who have been granted a residence permit in moving to the municipality, participate in promoting security together with the authorities, and organise pre-integration activities that promote independence and coping for applicants. The centres also provide guidance on issues related to voluntary return, make decisions related to it and assist with return arrangements. The reception centre's tasks also include tasks related to the processing of the applicant's application for international protection, both facilitating interviews related to the application and tasks related to the notification of possible positive decisions. Services are also partly organised and provided by service providers outside the reception centre.For example, healthcare services for asylum seekers are also organised and produced by public and private service providers outside the reception centre. The Finnish Immigration Service has put certain healthcare services out to tender for use by the centres. The service provider recruits the personnel required by the Finnish Immigration Service and the above-mentioned operations to the centre and is responsible for organising personnel, financial and general administrative tasks. The service provider acquires the appropriate properties required for reception centre operations and is responsible for, among other things, organising tasks and equipment related to security, information technology, logistics, food and property maintenance and other necessary support services, as well as drawing up the plans required for the operations. Reception centre operations for unaccompanied minors The object of this dynamic procurement system is the reception centres for unaccompanied minors in Finland in accordance with the Reception Act (746/2011). Reception centres for unaccompanied minors in Finland are group homes and supported housing. A reception centre may also be a combination of these and include both. The reception centre must be able to arrange services and other practical activities that are part of the reception centre operations for clients who arrange their own accommodation outside the reception centre (so-called private accommodation). A more detailed description of the procurement is available in Appendix 1, General description of reception centre operations for unaccompanied minors. Reception centres for unaccompanied minors seeking asylum or receiving temporary protection in Finland are group homes and supported housing. A reception centre may also include a combination of a group home and supported housing. The provisions of Section 59 of the Child Welfare Act apply to the operations of group homes, which concern the maximum number of children and young people who can be cared for in one residential unit, the maximum number of children who can be placed in the same building, and the minimum number of people working in care and upbringing tasks. An unaccompanied child who has reached the age of 16 may be accommodated in a supported accommodation if this is justified in terms of his or her development and well-being. A maximum of 40 children may be placed in the same building, and for every ten children there must be at least three employees working in care and upbringing tasks. The qualification requirements for the personnel of a group home and supported accommodation are as laid down in Section 60 of the Child Welfare Act.
