Procurement of housing support and short-term care for people with disabilities The subject of the procurement is the housing support and short-term care services of the North Ostrobothnia Welfare Area (hereinafter the Welfare Area) for customers who have a disability-related support need. The Welfare Area will establish a service provider register for the procurement. The subject and conditions of the service provider register are described in more detail in the annex to the request for participation, Principles of the Service Provider Register. Housing support can be provided in a housing unit, group housing, apartment group or in the customer's own apartment. Short-term care can be provided in group housing or apartment group. Family care is not the subject of the procurement. Housing support is mainly arranged on the basis of the Disability Services Act (675/2023) or the Social Welfare Act (1301/2014), in accordance with the customer's customer-specific decision. Short-term care can also be arranged in accordance with the Act on Support for Informal Care (937/2005) or the transitional provision specified in the Disability Services Act in accordance with the Act on Special Care for the Intellectually Disabled (519/1977). Housing support in group housing is intended especially for those clients who have a long-term, diverse or unpredictable service need, in which case the service package required by the client must function very flexibly and reliably. Demanding multi-professional support is implemented in a 24-hour service housing unit referred to in Section 21 c of the Social Welfare Act. The unit must have sufficient personnel and the expertise in medicine, psychology and social work needed to implement demanding multi-professional support. Restrictive measures can only be used in this category and only be directed at a person in special care. CATEGORY 5 Short-term care The object of the procurement in category 5 is short-term care. Short-term care refers to the care of a client, for example during the time when a carer or family carer is off or otherwise for a short period of time according to the client's needs. Short-term care can be implemented in group housing and apartment groups. Short-term care is intended especially for children, young people and adults,whose service needs are high or low, but frequent and around the clock. When implementing short-term care, staff are present around the clock in all implementation methods and the customer has the right to receive immediate assistance at all times of the day. CLASS 6 Housing support for people living on a ventilator The object of the procurement in class 6 is housing support for people living on a ventilator. Housing support for people living on a ventilator can be arranged in the customer's own apartment or in group housing. Housing support ensures the necessary assistance needed by a disabled person in maintaining vital functions and immediate assistance in unexpected and unforeseen situations. This is a 24-hour service, where sufficient medical expertise must be available. CLASS 7 The contracting entity may establish this class later during the validity of the service provider register. Ultrasound equipment The North Ostrobothnia Hospital District Joint Municipal Authority (hereinafter referred to as PPSHP) established a dynamic procurement system (DPS) for ultrasound equipment and related equipment-related supplies and services. The dynamic procurement system was transferred to the North Ostrobothnia Welfare Region (hereinafter referred to as Pohde) as of 1 January 2023. Pohde accepts all applicants who have submitted an application for participation and who meet the suitability requirements set for bidders. Procurements are made within the dynamic procurement system through separate calls for tenders. The duration of the dynamic procurement system is 72 months. During the establishment phase of the dynamic procurement system, at least 30 days are reserved for submitting an application for participation from the date on which the procurement notice is sent for publication. During the establishment phase, no internal competitive tendering within the dynamic procurement system can be carried out. The procurement phase will begin on November 4, 2022, and the first procurements are planned to be implemented in late 2022. The offered device must have the option of battery operation. Battery life in research use is at least 30 minutes. 2) Basic level The offered device must be suitable for extensive obstetric use, structural and flow examinations. 3) Demand level The offered device must be suitable for demanding fetal diagnostic tasks and placental examinations and enable ultrasound-guided puncture procedures. More detailed criteria for the subject of the procurement will be defined separately in each internal competition. Ultrasound devices suitable for cardiac examination and intensive care Ultrasound devices suitable for cardiac examination and intensive care The devices to be purchased during the system must be suitable for examining the heart, abdomen, blood vessels, nerves, pleura and lungs of an intensive care patient, as well as for cardiological examinations of adults and children. In addition, the device offered must be suitable as an aid for vascular cannulation, nerve anesthesia and minor procedures. The devices to be purchased during the system are divided into two main levels during the establishment phase: 1) basic level 2) demanding level The differences between the levels consist of the sensor and software requirements of the equipment to be purchased.
