Enhanced service housing for the elderly for the period 1.9.2021 (target) - 31.8.2026 (1 year + 1 year options) The Procurement Services of the City of Turku are requesting applications for participation in the dynamic supplier register of housing services for the elderly, on behalf of the welfare sector of the City of Turku and the municipalities of the Southwest Finland region participating in the joint procurement: Aura Municipality, Kaarina City, Kemiönsaari Municipality, Koski (tl) Municipality, Laitila Municipality, Lieto Municipality, Marttila Municipality, Naantali City, Oripää Municipality, Paimio Municipality, Basic Security Municipality Federation Akseli (Masku, Mynämäki, Nousiainen), Pöytyä Municipality, Raisio City (including Rusko), Sauvo Municipality and Taivassalo Municipality. All candidates who have submitted an application for participation and who meet the requirements stated in this request for participation will be selected for the dynamic supplier register. The City of Turku will prepare the procurement and make the decision on behalf of all Clients. Each Client will later conclude its own agreement with the Service Providers selected in the dynamic supplier register, per service unit. The procurement is divided into four sub-assemblies: 1. Enhanced service housing for the elderly for Finnish-speaking people 2. Enhanced service housing for the elderly for Swedish-speaking people 3. Enhanced service housing for people with severe memory impairment for Finnish-speaking people 4. Enhanced service housing for people with severe memory impairment for Swedish-speaking people. Further information can be found in the request for participation and in Appendices 1-9. The agreement will be concluded until 31.8.2026 at the latest, after which the agreement may be extended by the Client's decision under the original terms with two (2) one (1) year options for the periods 1.9.2026 - 31.8.2027 and 1.9.2027 - 31.8.2028. The procurement is subject to the provisions of the Act on Public Procurement and Concession Agreements (1397/2016,hereinafter referred to as the ''Procurement Act'') the procurement procedure planned by the Client himself (dynamic supplier register) made possible by Chapter 12, a more detailed description of which is presented in Appendix 7 ''Description and principles of the dynamic supplier register'' and Appendix 8 ''Visualization of the dynamic supplier register''. The application for participation must be submitted individually for each service unit. A service unit refers to a service unit that has shared premises and its own work shift planning and operates under one supervisor. Applications for participation can be submitted throughout the validity of the supplier register. After processing an approved application for participation, an agreement will be made with the candidate who submitted the application for participation. The candidate must be ready to start providing the service immediately at the start of the contract period. For units to be established, the candidate must be ready to start providing the service four (4) months after the procurement decision becomes legally binding. Procurement Services will process new applications for participation and the Social and Health Board of the City of Turku will make a procurement decision on acceptance into the Supplier Register no later than four (4) months after submitting the application for participation.
