Competitive tendering for switch turning devices, DHJ 2023-2027 The procurement establishes a dynamic procurement system covering the entire Finnish railway network, which can be applied for by submitting an application for participation in accordance with the procurement notice. The procurement of switch turning devices will be competitively tendered among bidders approved for the dynamic procurement system. The implementation of all items procured through this dynamic procurement system will be competitively tendered as a separate assignment among bidders approved for the dynamic procurement system 2023-2027, i.e. DHJ suppliers. The subject of the procurement is switch turning devices. The switch turning devices will be procured at a total or unit price. The more detailed content and quantities of the procurement will be announced in the tender documents for each separate assignment. Tenders for each separate assignment must be based on the initial information provided in the calls for tenders. A separate assignment may include one or more switch turning devices. The award criteria for the tenders will be determined for each separate assignment. Inspections of railway bridges and culverts The procurement establishes a dynamic procurement system covering the whole of Finland, which can be applied for by submitting an application for participation in accordance with the procurement notice. Dynamic Procurement System: Remote monitoring and management of waterway safety devices The subject of this dynamic procurement system (DHJ) is the remote monitoring and management of waterway safety devices. The subject of the DHJ is described in more detail in the request for participation and its annexes. The Finnish Waterways Agency is mainly responsible for the maintenance of the Finnish waterway network. The Finnish Waterways Agency maintains a total of approximately 8,200 km of coastal waterways and approximately 8,000 km of inland waterways, i.e. a total of approximately 16,200 km. Of these, approximately 4,100 km are merchant shipping waterways. The Finnish Waterways Agency manages waterways, which are divided into fairway classes (VL) 1–6. There are approximately 25,500 pieces of waterway safety devices on the fairways. Fairway maintenance is the maintenance of safety devices, which focuses on periodic inspections, maintenance visits and fault repairs. The faults are mostly light faults of illuminated safety devices and breakages and displacements of floating safety devices. Failures or displacements of remotely monitored safety devices are known in real time, which shortens failure times and improves safety. By monitoring the status of the safety device, problems can be anticipated, maintenance measures can be scheduled correctly and possibly even prevent failures. The visibility of remotely controlled safety devices improves when the light output can be adjusted according to the conditions (fog, snowfall, backlight, etc.). Remote monitoring is mainly used with illuminated safety devices on the main merchant shipping routes. There are a total of approximately 1,500 illuminated safety devices in fairway category 1, of which almost 1,000 are floating. There are approximately 2,050 remotely monitored safety devices, of which 160 are remotely controlled. DHJ's target is the remote monitoring and management of safety devices on waterways. The target of the dynamic procurement system includes, among others:the following services: • Remote monitoring and management software • Interfaces between remote monitoring and management software and other information systems • Production environment (server platform, internet connection, service for receiving SMS messages, etc.) • Interfaces to remote monitoring devices for waterway safety devices • Ordering SIM cards for safety devices from the Finnish Infrastructure Agency's contact person and distributing them to the equipment supplier and contractors. Reporting needs and changes related to connections (including opening and closing connections) to the Finnish Infrastructure Agency • Support and maintenance services During the duration of the DHJ, all interested candidates may submit an application to participate in it. The DHJ is valid until the date stated in the procurement notice, unless it is interrupted or changed during the validity period of the DHJ. The Finnish Infrastructure Agency carries out procurements among candidates accepted for the DHJ through internal DHJ competitions, which may be scheduled for the entire procurement phase of the DHJ. The DHJ procurement phase begins after the establishment phase and ends when the DHJ expires.
