The Ostrobothnia Welfare Region's rehabilitative work procurement service 1.1.2024-31.12.2029 The Ostrobothnia Welfare Region's procurement department invites applications for participation in the dynamic procurement system for rehabilitative work, on the basis of which rehabilitative work procurement services will be procured for the Ostrobothnia Welfare Region from 1.1.2024 to 31.12.2029. The service must meet the requirements of the directly binding regulations of the European Union, Finnish laws and regulations, and the regulations issued by the authorities. The application for participation is binding and must be drawn up in Swedish or Finnish. The procurement process is bilingual (Swedish, Finnish). The procurement consists of three (3) service categories, or sub-areas. 1. Organization of the workplace and guidance of work tasks, where the Ostrobothnia Welfare Region is responsible for the support and guidance provided by a social worker. 2. Organization of the workplace and guidance of work tasks, as well as support and guidance provided by a social worker. 3. Organization of the workplace and guidance of work tasks, as well as a service provided by a social worker to assess work and functional capacity. A service provider register specific to the service category is created for each sub-area based on the procurement. The Ostrobothnia Welfare Region accepts all service providers who meet the suitability requirements and minimum requirements for the procurement into the procurement system. In the internal tenders of the procurement system, the decision-making basis is quality, max. 100 points. The points are calculated per service (sub-area). The welfare region can procure rehabilitative work services by entering into a written agreement on the production of rehabilitative work services with a registered association, a registered foundation,with a government agency or a registered religious community. NOTE! According to Section 13(2) of the Act on Rehabilitative Work Activities (189/2001), rehabilitative work activities may not be procured from a company. Companies cannot submit an application for participation, but will be automatically rejected. The service provider may not use subcontracting in the services under this procurement. The Ostrobothnia Welfare Region is responsible for arranging a workplace and guidance of work tasks, where the support and guidance provided by a social worker is provided by the service provider. The service provider undertakes to offer rehabilitative work tasks, either individually or in a group. The service consists of work tasks arranged for the client, as well as guidance of work tasks and working life skills. The Ostrobothnia Welfare Region is responsible for the professional social support and guidance provided to the client during the period, which is part of the rehabilitative work service. Minimum requirements • The supervisor is available or reachable to the client throughout the work day • The service provider arranges for the client the protective clothing and equipment necessary for the rehabilitative work tasks • The service provider offers the client the opportunity to self-cater at the work place and suitable facilities and toilets • The service provider monitors the clients' attendance days in writing and reports them twice a month to the client's contact person.• The service provider notifies the client's contact person of the absence of the client in accordance with the agreed practice • The service provider is responsible for observing the client's rehabilitative work activities at the workplace and, based on the observation, provides the client's contact person with verbal or written feedback on the progress of the work activities • The service provider is responsible for ensuring that the activities meet the requirements specified in the Occupational Safety Act (738/2002) and that the workplace has the necessary first aid supplies • The service provider supports the realization of the client's goals and work community skills and takes the client's functional capacity into account when building work tasks • The service provider must name the contact person(s) responsible for implementing the rehabilitative work activities and the contact information of the workplace on a separate form, which is attached as an appendix to the agreement (Appendix 7). See service description (Appendix 1), section 2.3.1. Purchase service 1. Arrangement of a workplace and guidance of work tasks, as well as support and guidance provided by a social worker. The service provider undertakes to provide an individually guided and, if desired, group-based service. The service consists of work tasks arranged for the customer and guidance of work tasks and working life skills. The service includes support and guidance, which is implemented as individual and work coaching and as a group-based service during the agreed work period according to the customer's needs. In addition to work tasks, the service must include individually planned guidance for the customer on a weekly basis. The service always includes individual coaching and possibly group coaching. Group-based activities can include themes related to well-being, work and functional ability, working life skills, digital skills and everyday management.During the period, the client is supported and guided, if necessary, in applying for benefits, using electronic services and updating job search documents. The service provider must meet the requirements set out in the Act on Private Social Services (922/2011) and other applicable legal requirements. The service provider must be registered in the private social services register. The service includes individual and possibly group coaching. The operating environment can correspond to a real working environment. Depending on the client's individual needs, the activity can be the rehabilitation of everyday and social skills and/or the increase of professional skills and employability through work activities. The achievement of the client's individual goals is reported regularly to the contact person of the service subscriber. The service provider uses a meter/tool ​​(= Key meter) in its reporting for mapping and reporting work and functional capacity. Minimum requirements: • The service must include individually planned guidance for the clients in addition to the work tasks • The guide is available or reachable to the client throughout the work day • The service provider arranges for the client the protective clothing and equipment necessary for the work tasks of the rehabilitative work activity • The service provider offers the client the opportunity to self-cater and suitable facilities and toilets at the work place • The service provider monitors the clients' attendance days in writing and reports them to the client twice a month. • The service provider provides the client with information on the clients' attendance and absence days on the attendance list indicated by the client twice a month (on the 15th and last day of the month) at [email protected].• The service provider notifies the client's contact person of client absences in accordance with the agreed practice • The service provider is responsible for observing the client's rehabilitative work activities at the place of work and, based on the observation, provides the client's contact person with verbal or written feedback on the progress of the work activities • If necessary, the service provider arranges transportation for the client to the transitions during the rehabilitative work activity day at its own expense • The service provider is responsible for ensuring that the activities meet the requirements specified in the Occupational Safety Act (738/2002, ) and that the workplace has first aid readiness • The service provider supports the realization of the client's goals and work community skills and takes the client's functional capacity into account when building work tasks • The service provider is responsible for the individual assessment of the rehabilitative work activities in writing. In addition, the assessment must be given orally according to the client's needs. The assessment is carried out in accordance with the practices and information content agreed with the client's contact person (Key indicator) • The service provider has a social worker at its disposal who provides the support and guidance specified in the Act on Rehabilitative Work Activities to its clients. • The service provider carries out a work and functional capacity assessment for the client of the rehabilitative work activity by a social worker and reports it in writing to the client's contact person in accordance with the separately agreed practice. • The service provider joins the Kanta services' social care customer information archive for the public sector and the client (Note!
